- RFQ Submission Requirements Proposal Cover Page Statement of Objectives (SOO) Past Performance Contact Information Sheet Combined Synopsis/Solicitation for DTV Transition Generation of Maps Showing Loss Network Coverage 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (RFQ09000062) is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal. 2. The North American Industry Classification System (NAICS) code is 541330 – Engineering Services. Offerors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov, in order to be considered for award. 3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. For the exact text and wording of clauses and provisions please see http://farsite.hill.af.mil. The Government contemplates award of a Firm Fixed Priced task order resulting from this solicitation. 4. Description of services: The Federal Communications Commission (FCC) intends to negotiate and award a single award to a small business concern that has the demonstrated capability to provide quality service and product to meet the following requirements: • Develop maps and spreadsheet information showing coverage and changes in coverage from analog to digital service of all full power television stations, including the five major television networks (ABC, CBS, Fox, NBC, and PBS) and independent stations. These products are to include: 1) Maps for each station showing station coverage based on e xisting licensed analog operations and digital operations based on granted construction permits, granted modification applications to those construction permits, DTV licenses or license applications to cover construction permits, and channel/facility assignments as specified in the final FCC table of allotments (Section 73.622 (i) of the Commission’s rules and Appendix B, DTV Table of Allotments Information in the Advanced Television Systems and their Impact Upon the Existing Television Broadcast Service, MB Docket No. 87-268, Memorandum Opinion and Order on Reconsideration of the Seventh Report and Order and Eighth Report and Order, 23 FCC Rcd 4220 (2008) (hereinafter “Appendix B”). 2) Nationwide maps for each major network showing the digital coverage of affiliated stations as described above. 3) Maps showing pending maximization construction permits and pending rulemaking petitions. 4) Spreadsheets showing pre-transition and post-transition service area population coverage totals a nd changes (gains and losses), by Nielsen Designated Market Area (DMA), by State and County and by Congressional District that correspond to the individual station and nationwide networks maps and nationwide totals for all stations. Spreadsheets showing coverage of Congressional Districts shall include information on all stations whose service areas overlap the district. Note that some stations are affiliated with more than one network. In these cases, the station should appear on the nationwide maps for all networks with which they are affiliated. Maps shall be provided in hard copy, electronic PDF format and electronic Geographic Information System (GIS) shape file format with a separate layer for each data element category. Spreadsheets shall be provided in both hard copy and electronic (Microsoft Excel) format. • " Coverage " shall be defined by terrain-sensitive prediction using the Longley- Rice model within the Grade B (for analog) and Noise Limited (for DTV) coverage contours. Analyses if coverage shall include consideration of interference. Assumptions for calculation cell sizes, terrain precision, receiving facilities shall be those contained in OET Bulletin No. 69, except that kwx=3 errors shall be ignored, and the 2000 U.S. census shall be used. • All full-power stations shall be considered. Low-power (including Class A) stations need not be considered. • "Loss" shall be calculated on a grid cell-by-grid cell basis. That is, loss of coverage in one cell cannot be offset by gain of coverage in another cell. • Coverage of analog stations shall be based upon projection of licensed facilities as listed in the Consolidated Database System (CDBS) as of October 2008. • Two sets of maps with DTV coverage shall be produced. For the first set, coverage of DTV stations shall be based upon projection of those facilities described in granted construction permits, licenses and in Appendix B, in that order of hierarchy. That is, for the first set of maps if there is a granted construction permit, that record should be used; if there is no construction permit record, the license record should be used; if there is no construction or license record, the Appendix B information is to be used. For the second set of maps, coverage is to be based on the same records used for the first set except that where a granted construction permit is present but construction will not be completed by June 12, 2009, the station’s license record or its construction permit for the facilities assigned in Appendix B is to be used (in that order). In a relatively small number of cases, the station facility data will be drawn from Special Temporary Authorizations (STAs). • The initial work products, to be delivered by April 22, 2009, shall be maps and spreadsheets for station in three markets: the Washington (DC), Baltimore (MD), and Richmond (VA) DMA's. The contractor may be given feedback or re-direction within one week following production of the initial work products. The remaining work products, to be delivered by May 1, 2009, shall include nationwide maps (including one for each network) and spreadsheets, and also, maps and spreadsheets for each Nielsen Designated Market Area (DMA), and for each State and County and for each Congressional District for the map sets indicated above. The map scale may be adjusted as necessary so that station coverage areas (on land) are shown in their entirety. Maps of individual stations shall show the station’s FCC file number. • In addition, specific analyses may be requested during the course of the contract to produce maps and spread sheet information for special needs that arise as the transition progresses. Analyses involving efforts beyond the initial scope of this contract may also be requested from time to time through contract extensions. • The initial work product is due May 6, 2009. 5. The Government will award a single contract resulting from this RFQ to the most responsive, responsible offeror whose offer represents the best value in terms of technical capability, past performance, and price. 6. Offerors must submit representations and certifications in accordance with the provision at FAR 52.212-3 Offeror Representations and Certifications—Commercial Item. Past Performance Information: Provide at least three (3) and not more than five (5) customer references for the same or similar work as follows: description; contract number; date of award; name and telephone contact. 8.
