Description
Amendment: This announcement is hereby set aside for small business concerns. The NAICS is 541611 with a business size of $7M. The response date is extended to 3:00pm, Monday, April 20, 2009. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The National Geospatial-Intelligence Agency (NGA) has a requirement for Senior Program Consulting Services. The solicitation number is HM017709R0019 and is issued as a Request for Quote (RFQ). This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This NAICS Code is 541611. Period of Performance: The services are required for one 12 month period, with an option to extend the contract for another 12 month period. Pricing: Please submit pricing for the first 12 month base period and for option period. Type of Order/Contract: Firm Fixed Price. Government Furnished Materials: NGA will provide a workspace with computer workstations and any historical documentation needed to perform contract tasks. Place of Performance: Work performed under the resulting contractual action will be at the NGA Bethesda site and other external locations approved by NGA. Background: NGA requires a senior program consultant to assist the P Executive Committee (EXCOM) in building an effective decision-making team process; provide strategic planning and analytic tradecraft development expertise; facilitate selected senior problem-solving sessions; and craft and facilitate management workshops for P Managers. Scope: Please see attached Statement of Work. Qualifications: Contractor shall posses an in-depth understanding of DoD, NGA, Command and Production Center relationships; in-depth understanding of Cartography, Geospatial Analyst, and Imagery Analyst Occupations; strong communication skills for discussing and documenting performance-related occupational data; strong performance management skills; ability to coordinate complex scheduling and multi-step processes; ability to work under pressure; project/program management skills; and strong problem analysis/resolution ability. Evaluation Factors: Following evaluation factors are considered mission essential to this contract and are of equal importance: a) Experience of Consultant: Contractor shall provide resume and relevant knowledge of analytical tradecraft development as it relates to the requirement. Contractor must possess knowledge of NGA and the Analysis and Production Directorate and NGA Production Center Relationships. Contractor shall possess an in-depth understanding of Cartography, Geospatial Analyst, and Imagery Analyst Occupations. b) Past Performance: Contractor shall submit evidence that documents past experience in developing training workshops/plans. This will include providing an example and description of plans developed in addition to three professional references with up to date contact information with date of services performed (within the past three years), point of contact (name, telephone number, email address). c) Security: Contractor shall possess a current TS SI/TK Security Clearance. d) Price of services: Price is of equal importance when compared to all factors combined.
