- The U.S Army Corps of Engineers, New England District is soliciting prospective contractors for the restoration of Nashawannuck Pond located in the City of Easthampton, Massachusetts. Nashawannuck Pond is a man-made impoundment at the confluence of Broad and White Brooks within the Connecticut River Basin. The pond has an area of 31 acres. The project purpose is to restore aquatic habitat that has been degraded by sedimentation. The project would remove approximately 55,000 cubic yards (CY) of fine-grained sediment from Nashawannuck Pond. Portions of the pond would be dredged to a depth of 12 feet and other portions would be dredged to a depth of 6 feet. The recommended method for sediment removal at Nashawannuck Pond is to completely drain the pond by lowering the bascule gate at the spillway, then open one or more of the sluice gates at the side of the dam. Construction access is limited. There is one access point into the pond and one access point at the disposal area. After the pond is dewatered, mechanical excavation of the exposed sediments will be undertaken. The sediments will be loaded onto trucks and hauled to a city owned upland (non-wetland) disposal area located approximately 1-1/8 miles (mi) to the southwest. Existing flows from both Broad and White Brooks will be diverted away from the sediments to be excavated by excavating a central channel through the pond prior to complete drawdown and using silt fencing to control turbidity. In addition, a temporary weir will be installed at the upstream side of the culvert connecting Nashawannuck Pond to Rubber Thread Pond under Williston Avenue. The temporary weir will maintain the surface elevation of Rubber Thread Pond during the excavation activities. During construction the sluice gates will be adjusted to continually discharge a minimum outflow equal to the inflow of the three tributaries. At the completion of the excavation, the sluice gates will be partially closed in order to maintain downstream flow and allow the pond to refill. It is anticipated that the refilling of the pond will take approximately three months. Excavation must be completed by 30 November 2009. The cost range of the project is between $1 million and $5 million. The NAICS code for this procurement is 237990 with a size standard of $33.5 million. The solicitation will be issued as a 100% HUBZone set-aside. The estimated issue date for the solicitation is on or about 6 May 2009. Interested bidders can download the solicitation via the Federal Business Opportunities website (www.fbo.gov).
