- DESCRIPTION: This is a synopsis for a competitive services acquisition (Reference FAR Part 37) as required by FAR Part 5.2. THIS IS NOT A REQUEST FOR PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This requirement is considered noncommercial in nature and any resultant contract will be awarded in accordance with FAR Part 15. The SSEAMS contract is an Advisory and Assistance Services (A&AS) type, providing both Operation and Maintenance (O&M) and Research and Development (R&D) type efforts. The contractor must be able to effectively and efficiently perform technical studies and analyses to support treaty monitoring strategies. This support includes field installations, field troubleshooting, system analysis of near real-time seismic array processing systems, depot engineering, etc. Performance is on-site in Bldg 989, Patrick AFB, Florida. Contractor personnel may also be required to travel to seismic stations on an as-needed basis. In order to successfully perform the required services, the contractor must be able to meet the following requirements: 1. Projected tasks require a diversified mix of professionals in defined areas of interest. Experience in dealing with high-level political/military contacts in the international and national arena. 2. Experience in negotiating bilateral agreements necessary to meet US requirements. 3. Experience with AFTAC's unique seismic software. 4. System experience with SUN, Solaris, UNIX workstations and servers. 5. Data management experience in handling and managing seismic data. 6. Personnel clearance to support classified work must be at a level commensurate with the requirements - Contractor personnel will require DoD security clearances at least at the TOP SECRET/SCI level for key personnel. Handling of material up to a TOP SECRET/SCI is required. TOP SECRET Facility Clearance is required. Storage Clearances of at least the SECRET level are required. Visitor Group Security Agreement is required. US Citizenship is required. The contractor shall possess an in-depth understanding of the requirements listed above. Ideal contractor candidates must have personnel with knowledge of support instrumental in adapting and transitioning AFTAC to current technology, and obtaining certification reporting for the Provisional Technical Secretariat, International Monitoring System. Experience and past performance are critical to a successful an uninterrupted AFTAC/TT mission; therefore, a history of relevant work is required. GOVERNMENT-FURNISHED PROPERTY (GFP): No GFP will be provided; however office space, workstations, access to printer, copier, other office equipment, telephones, and computers, etc. will be provided. This acquisition will be conducted on an unrestricted basis, without set-aside. (Large businesses will be required to submit a Small Business Plan.) The applicable NAICS code is 541690 and the size standard is $6.5M. The RFP will be available electronically on or about 16 May 2009 on this website only. Fax, telephone, written or email requests for the solicitation package will not be honored. Anticipated award date will be on or around 30 Sep 2009. A Firm-Fixed Price, Level of Effort (FFP LOE) contract is anticipated with cost reimbursement line items for travel, material, and other direct costs. (Not Separately Priced (NSP) line items will be used for data.) Anticipated price range is between $10M and $25M. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (see http://www.ccr.gov/). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet @ 1-800-333-0505. All responsible firms may submit a proposal (after issuance of the RFP) and shall be considered for contract award. Award of this solicitation will be made utilizing the Price Performance Trade-Off (PPT) Techniques; whereas, both past performance and price will be evaluated and award may be made to other than the lowest price. This synopsis does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. The Government will not otherwise pay for either the information solicited or any required travel expenses. AFFARS 5352.201-9101, Ombudsman is applicable. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
