Description
Under Statutory Authority 41 U.S.C. 253(c)(1), the VA Great Lakes Acquisition Center anticipates entering into sole source procurement negotiations with Kinetic Concepts, Inc for VAC Therapy Units for the VA Medical Center located in Milwaukee, Wisconsin. Kinetic Concepts, Inc provides a model that has the features for negative Pressure Wound Therapy units that has the capability for healing wounds at the cellular level because of the unique pore structure of the Granufoam dressing that is used. This system does not use gauze, which has been shown to provide little or no increase in cellular activity or change in cellular shape under negative pressure. The VA needs to be able to provide negative pressure wound therapy to the patient that has the ability to monitor and maintain target pressure and can locate and resolve leaks. The system must use multi lumen tubing which allows for accurate pressure sensing at the target wound site. The system must be Easy-to-use, intuitive, full-color touch screen navigation and digital wound imaging that allows upload of photos from a digital camera to trace, measure, and calculate wound area and volume on the screen. The system must include a History Report that allows healthcare providers to monitor and track the therapy usage and delivery. The settings must be Programmable settings for continuous and intermittent therapy and allow customized treatment to meet individual patient needs between 25 - 200 mmHg. The system must have audible and visual alarms that identify tubing blockages, dressing leaks, full canisters, and low battery conditions for enhanced patient safety. The system must have two sizes of dedicated canisters available to meet the needs of various wound treatments, 500ml and 1000ml. The battery life must be at least 6 hours and the unit weight cannot exceed 10 lbs. All salient features must be met. This announcement is for the online access for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by supplies available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by 22 April 2009 at 1600hrs. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before 22 April 2009 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
