Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet. NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through Request For Quotation (RFQ) number is N66604-09-Q-2932. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. NUWC Division Newport intends to award a firm fixed-price contract to EDO Western Corp. of Salt lake City, UT for the development and implementation of a TR-317 Transducer retuning procedure. NUWC recently performed a TR-317 transducer usage analysis and determined that the projected usage rates for maintaining the TR-317 spherical array for the next five years will exceed the production and restoration output which will cause a critically low inventory. Therefore, it is imperative that NUWC explore every option to increase the restoration output. EDO is the only company currently restoring TR-317 transducers and has developed an extensive database identifying TR-317 transducer failure modes as part of the TR-317 restoration process. Therefore, conducting a competitive procurement process will seriously impact the sche! dule for this critical research study. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Additional information will be provided upon the release of RFQ N66604-09-Q-2932, expected to be on or about 20 April 2009.
