Description
This is a combined synopsis/solicitation for commercial items prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), MacDill AFB, FL. The requirement is to provide FAA Commercial Flight Instructor (CFI) Training for one individual from the NOAA Aircraft Operations Center, MacDill AFB, FL. This notice constitutes the only Request for Quote (RFQ). Written offers are being requested. A hardcopy RFQ will not be issued. DOC, Central Region Acquisition Division (CRAD) requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR, please access the following web site: http://www.ccr.gov. In order to register, all firms must have a Dunn & Bradstreet Number. A Dunn & Bradstreet number may be acquired free of charge by contacting Dunn & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. Contractors should submit their Certification and Representations thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the Federal Government. Contractors are encouraged to go on-line at www.bpn.gov to complete its representations and certifications. This notice is hereby issued as RFQ No.NAAN6000-9-07072RFA. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)-32. CLAUSES AND PROVISIONS The Federal Acquisition Regulation (FAR) Part52 clauses incorporated into this acquisition are: 52.212-1 Instructions to Offerors - Commercial Items (JUN 2008) 52.212-3 Offeror Representations and Certifications Commercial Items (JUN 2008) 52.212-4 Contract Terms and Conditions Commercial Items (OCT 2008), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (FEB 2009) Section (b) (6i), (16), (17), (20), (22), (37), Section (c) (1) and (2) Aircrew Training Devices Instructor GS-12. FAR clauses and provisions are available on the internet website: http://www.arnet.gov/far. STATEMENT OF WORK: Contractor must be a Federal Aviation Regulation Part 61 or Part 141 Certified Flight School or Agency. Graduate must meet Federal Aviation Administration training requirements for designation as a Certified Flight Instructor (CFI). After the graduate achieves CFI designation, the graduate must then be trained to meet requirements in order to receive a CFI instrument endorsement rating followed by CFI multiengine endorsement rating. Contractor will be issued a purchase order for the training. Contractor is required to issue an invoice to the Government after the training is completed and be paid by wire transfer into its bank account. PRICE/QUOTE: This is an order for commercial services. The line item will be quoted in accordance with the terms and conditions and specifications specified herein. The Department of Labor Service Act Wage Determination for the area in which the training will take place will be applicable. Offerors can obtain the wage determination by accessing the following website: www.dol.gov/wagedeterminations. Price quoted for contract line item number 0001 shall be firm-fixed-price inclusive of all costs. Line Item 0001: FAA Commercial Flight Instructor (CFI) Training to include endorsement ratings: Initial academic, computer/simulator, and flight training for one individual to include all books and supplies and cost of flight exams including cost of aircraft and designated examiner. Total Price $____________ Line Item 0002: Over and Above training requirements. Additional academic, computer/simulator, and flight training if necessary. A Not-To-Exceed amount and hours for this line item will be determined by the Government at time of award. Contractor exceeds that amount its own risk. Price for 1 hour of computer/simulator training $_________________ Price for 1 hour of flight training $____________________________ Price for 1 hour of academic ground instruction $________________ TRAINING SCHEDULE: Training must be completed within 30 calendar days of commencement. Actual training dates to be mutually agreed upon between trainee and contractor. It is anticipated that training will begin within two weeks after the purchase order is awarded. SUBMISSION OF QUOTE: Signed and dated quotes must be submitted. Quotes must be received on or before close of business April 29, 2009. Quotes may be faxed to 816-274-6951 Attn: Ron Anielak or e-mailed to ronald.f.anielak@noaa.gov. Quotes submitted in response to this notice must include the following in order to be considered responsive to this request: 1. A completed copy of the provisions contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (annual certification may be made at http://orca.bpn.gov and stated in the quote that ORCA has been completed), 2. Provide copy of documentation to show it is currently a Federal Aviation Regulation Part 61 or Part 141 Certified Flight School or Agency 3. Provide course descriptions of the complete curriculum for obtaining designation as a CFI and state availability and number of trained instructors at contractors training facility 4. Past Performance References (no more than 3), 5. Pricing Information EVALUATION: The evaluation of quotes will be conducted as a commercial item acquisition in accordance with FAR Part 12. The evaluation of quotes shall be based on the offeror's responsiveness to the items listed, past performance information, location of contractor's facility, and offeror's price proposal. The Government will award the order to the contractor that is considered the best value: price and other factors considered. The Government will consider the cost of travel and lodging and per diem to contractor's training facility from MacDill AFB, FL when determining best value. All responsible offerors may submit a response to this notice that will be considered by the agency.
