Description
The purpose of this notice is to announce the Naval Air Warfare Center - Aircraft Division intent of a SOURCES SOUGHT for a meteorological sensing device (dropwindsonde) that will be employed on the U.S. Navy P-8A Poseidon Maritime Patrol and Reconnaissance Aircraft. This SOURCES SOUGHT is a broad market research on the varied dropwindsonde form factors, applications, capabilities, etc. that are commercially available and could be rapidly integrated as a component of the P-8A High Altitude Anti-Submarine Warfare (HAASW) capability. The SOURCES SOUGHT results will also be used to determine whether or not a small business set aside would be appropriate for this requirement." This notice also serves to announce an INDUSTRY DAY (in conjunction with PMA-290) scheduled on 20 May 2009. THIS IS NOT A FORMAL SOLICITATION. It is the Government’s intent to conduct a competition for the development and testing of a production representative meteorological sensing device for integration into the P-8A mission aircraft. THIS NOTICE IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR ANY INFORMATION SOLICITED OR PROVIDED. The United States Navy has a requirement for the development of a meteorological sensing device to obtain real time weather (temperature, pressure, humidity, winds, etc) for use on U.S. Navy P-8A Poseidon aircraft. In-situ data would provide the P-8A onboard mission computer with the required information to refine ballistic calculations for optimum release point of sonobuoys and weapons. Atmospheric data will also be provided to the onboard P-8A mission planning aids system to predict Radar and communication systems ducting, EO/IR sensor performance counter-detection ranges, and optimum altitudes for non-acoustic sensors. The dropwindsonde system shall be compatible with existing P-8A ordnance, and avionics related systems. Additionally, the meteorological sensing device system shall not degrade the flight performance, functionality, and maintainability of the P-8A aircraft. SOURCES SOUGHT: It is requested that interested businesses submit a brief capability statement package that includes the following; (1) Dropsonde product data including general performance specs, design, communications link, stability and enhancements (2) Supplier capability (3) Supplier’s size standard (4) Product references (5) Advantageous features or performance (6) Supportability issues (7) Test data (8) Certifications, including air worthiness The entire capability statement package submitted shall be no more than a total 12 pages in length, single spaced, 12 pt font minimum (excluding pre-printed product information sheets). The capability statement package may be sent by mail to Department of the Navy, Commander Naval Air Warfare Center - Aircraft Division, ATTN: Estella Balmaceda (Code 2.5.1.9), 21983 Bundy Road, BLDG 441, Unit 7, Patuxent River, MD 20670, by facsimile to (301) 757-9046, or by email to estella.balmaceda@navy.mil. Submissions must be received no later than 1400 Eastern Daylight Savings Time on 08 May 2009. Questions or comments regarding this notice may be addressed via email to estella.balmaceda@navy.mil. This requirement has been classified under NAICS code 334519 Other Measuring and Controlling Device Manufacturing with a size standard of 500 employees. INDUSTRY DAY: Naval Air Warfare Center - Aircraft Division will host an Industry Day forum on Wednesday, 20 May 2009 starting at 0900 Eastern Daylight Savings Time to provide interested parties with additional information and solicit feedback on the upcoming HAASW requirement. This forum will be held at RBC, Inc., 46579 Expedition Drive, Suite 200, Lexington Park, Maryland 20653. There will be a 20 minute general brief on the HAASW program, along with a 30 minute open question and answer period. All interested attendees must pre-register by email to Ms. Angel Peters, angel.peters@navy.mil or facsimile to (301)757-5751. Telephone registration requests will not be accepted. Registering parties must include the attending individual’s name, company, phone, and email address. Questions received by 1400 Eastern Daylight Savings Time on 13 May 2009 are projected to be addressed at the Industry Day forum. Participation in this Industry Day is not mandatory and will not preclude any interested businesses from participation in the subsequent procurement. Further, travel expenses will not be reimbursed by the Government for attendance at this event. All industry comments and feedback regarding the Industry Day, should be delivered via email to estella.balmaceda@navy.mil no later than 1700 Eastern Daylight Savings Time 1 July 2009. Due to organizational conflict of interest issues, it is noted that RBC, Inc. provides Contractor Support Services (CSS) to PMA-264. RBC Inc. employees will help form the requirements. Therefore, RBC Inc. will not be allowed to bid on the HAASW effort at either the prime or subcontractor level.
