Description
RECOVERY. SOLICITATION NOTICE: As authorized and partially funded by the American Recovery and Reinvestment Act (ARRA) of 2009, the General Services Administration (GSA) has a requirement for a qualified prime contractor to provide all supervision, labor, materials and equipment necessary to provide for the Modernization of the IRS Service Center in Andover, MA. The work includes, but is not limited to: i)This project is for the complete modernization of the Internal Revenue Service (IRS) Service Center in Andover, MA. The IRS is consolidating, modernizing and transitioning its operations at the Andover Campus, impacting the Main Building located at 310 Lowell St., as well as other functions located at several leased locations in the area. The proposed project consists of the renovation of the 366,141RSF in the main building at the Andover, MA campus. The IRS will consolidate Accounts Management (AM) and Compliance Service (CS) functions into the main building, while phasing out submission processing (SP) of paper tax returns. The GSA has determined that renovating the existing Main Campus is the best and most viable housing alternative to fulfill the IRS’s requirements for consolidation of the offsite leases and modernization of the infrastructure. Renovating and retaining this facility will allow the government to continue to provide code compliant, state-of-the-art, secure, environmentally compliant, and energy efficient space in this large campus facility, strategically located off the I-93 highway. ii)The major components of the renovation work are included in the following items: (1)Superstructure: Seismic upgrades (2)Exterior Glazing and Doors: Window security upgrade and miscellaneous wall repairs (3)Partitions, Doors and Specialties: Lobby entry, toilet upgrades, handicap accessibility (4)HVAC: Equipment, ductwork and controls replacement (5)Electrical: Switchgear and equipment replacement, installation of a 500KW Photovoltaic array (6)Fire Protection/Alarm: Sprinkler, fire pump, and fire alarm upgrade (7)Equipment and Furnishings: Tenant and common space renovations (8)Building Demolition and Abatement: Interior demolition and abatement of hazardous materials. (9)Roof replacement (10)Reconfiguration of entrance driveways and exterior security enhancements. (11)Removal and replacement of oil storage tank The project will be completed in two phases to accommodate partial occupancy by the government during construction. This project includes options, which will be evaluated as part of the award. The contract performance period is approximately 28 months with each phase lasting 14 months.. The magnitude of construction is between $75,000,000 and $100,000,000. The NAICS Code is 236220. Size standard is $33.5 Mil. All individuals working on this project will be required to obtain security clearances. The approach to source selection for this procurement will be pursuant to the greatest value concept. The objective is to select the proposal that offers the greatest value for the funds expended and not necessarily the lowest price. The solicitation will require offerors to submit a technical and price proposal. Technical Evaluation: The technical evaluation factors are Past Performance, Management Plan and Technical Approach to Completing Phased Building Occupied Construction Projects within Urban Developments, Key Personnel & Past Performance of Key Personnel, Subcontracting. This announcement also constitutes the synopsis of the pre-invitation notice. Copies of this Solicitation (RFP), technical specifications and drawings will be available through the World Wide Web on or about 05/01/2009 @ www.fedbizopps.gov. Contractors are responsible for printing the solicitation and all related documents. It is the contractor’s responsibility to monitor this site for the release of the solicitation, any amendments and related information. The following clause will be included in the solicitation: 52.225-23, Required Use of American Iron, Steel, and Other Manufactured Goods—Buy American Act—Construction Materials Under Trade Agreements (MAR 2009). All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. "The General Services Administration strongly encourages participation by small businesses and the related socioeconomic categories of small disadvantaged, women-owned, service disabled veteran-owned and HUBZone businesses. The RFP will provide date, time and location for the Pre-Proposal Conference. Following the conference, time will be allowed for a networking session for small, small disadvantaged, women owned, hubzone, service disabled veteran owned and large businesses to meet other prospective firms for possible subcontracting opportunities on this project. Further information on this networking session will be listed in the RFP.
