Description
Static Display Aircraft Maintenance Synopsis The contractor shall, except as specified in the Performance of Work Statement (PWS) as government furnished property or services, provide all personnel, supervision, tools, materials, and equipment to wash eight static aircraft per year located at Mountain Home Air Force Base (MHAFB). The contractor shall also be responsible for corrosion repair and painting of one of the eight static aircraft per year. The aircraft are located in Holt Park on MHAFB, Idaho. All work will be performed in place. The aircraft to be washed/maintained consist of one each of the following: F-84, F-100, F-4, F-111A, EF-111A, F-16, F-15 and B-1B. The solicitation will result in a firm fixed-price contract with a base year and six (6) one-year options. Base year Period of Performance will be from 20 Jul 09 through 19 Jul 10. This acquisition is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code for this solicitation is 488190 and the small business size standard is $7,000,000.00. A formal Request for Proposal (RFP) will be issued on or about 20 Apr 09 via Federal Business Opportunities (FBO). Any prospective contractor must be registered in the Central Contractor Registration website (http://www.ccr.gov) in order to be eligible for award. Registration requires a DUNS number and may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Instructions for registering are available at the CCR website. In accordance with AFFARS 5352.201-9101 Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the ACC Ombudsman, Ms. Lorraine Cotton. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
