Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92242-09-T-0009. A firm fixed price contract is contemplated. In this solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-30. North American Industrial Classification Code (NAICS) 336612 with a standard business size of 1000 employees applies to this procurement. This procurement is set-aside for small business. The DPAS rating for this procurement is DO-C9. All responsible sources may submit a quote which shall be considered by the agency. The contractor shall provide a proposal using the attached bid schedule in Section B. Section B Schedule of Supplies and Services CLIN 0001 Repairs and Upgrades on Four (4) 11M Rib Craft in accordance with solicitation H92242-09-T-0009 and the attached Statement of Work. Place of Performance is: Little Creek Amphibious Base, 2220 Schofield Road at Special Boat Team Twenty Facility. STATEMENT OF WORK 1.0 Project Overview: •1.1 Perform repairs and or upgrades to 11Meter Rigid Inflatable Boats (RIBs) NS83, NS84, NS91, NS92 and Trailers in accordance with job specifications attached. •1.2 The Contractor shall conduct the required repairs, maintenance or upgrade in accordance with. this SOW. Each 11 Meter RIB and or trailer that requires repair under this order requires the work as "HEAVY" effort of work. 2.0 Detailed Description of the Work to be performed: 2.1 Task Description: RIB repairs may include removal of hull scratches and gouges, applying Ceram Kite and armor coating to RIB components, windshield replacement, storage bags, handrail covers, refurbish bolster seats, replace tread master, and install guide vane chambers and preservation of water jets. Trailer repairs will be dependent on inspection and may include sand blasting, painting and polishing trailer frame and components. Repair and or replace, remove and or install flexible brake lines, leaf springs, tires, hubs, winch, bunk boards, air hoses, glad hands, jack arm, hydraulic cylinder, air tank and lights. 2.2 Place of Performance: Work shall be performed at Little Creek Amphibious Base located 2220 Schofield Road, Norfolk VA at the Special Boat Team Twenty facility. a. Special Boat Team will provide: a covered work area, compressed air and electrical power. b. The Contractor shall provide all required tools and materials and shall follow all directives of the Special Boat Team concerning safety, security and demeanor. •2.3 Contractor Furnished Material: Contractor will supply all materials and equipment, unless specified otherwise, to complete the repairs. Contractor will be required to furnish all tools and equipment. •3.0 Government Furnished Material (GFM): Special Boat Team will provide the GFM listed in job specification to Contractor during this task. Upon completion of this task, the Contractor will return excess GFM to Special Boat Team. 3.1 Delivery: Delivery of the completed boat or trailer shall occur as follows: (a) Heavy work effort must be accomplished within seven weeks of work start date. Upon completion of the repair, maintenance, or upgrade of each boat the Contractor shall demonstrate that the work has been completed by walking through the items with a Government designated representative. The Contractor shall complete a certificate of conformance that shows and certifies that all items of work under this order have been completed. •3.2 Hazardous Material Use, Handling, or Disposal: The Contractor shall comply with all Federal, State, and local (where the work is performed) laws regarding the use, handling, or disposal of hazardous materials (petroleum products, paints, coatings, etc.) required under this order. •3.2 Classified/unclassified Data: Minimum Protection Requirements for Controlled Unclassified Information : Security classification guides (OPNAVINST 5513 series) and unclassified limited documents are not authorized for public release and, therefore, cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted. 4.0 Period of Performance: The requested start date for this effort is at contract award for a period not to exceed 77 days. The contractor shall begin procurement of materials necessary to perform the work as specified in the job specification.. The offeror agrees to hold the prices in its quote firm for 45 calendar days from the date specified for receipt of quotes. Only complete quotes will be considered for award. If you have previously provided a quote please resubmit in accordance with this solicitation. Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements. You must clearly identify how your proposal meets ALL of the solicitation requirements.
