Description
Under the authority of FAR 13.5, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Natick Soldier Research, Development, and Engineering Center (NSRDEC), intends to negotiate and award a contract on a sole source basis with Dr. Anthony Andrady, Principal at Helix Science LLC, of 102 Hasbrouck Drive, Apex, NC 27523, to provide research and development services for the experimental testing and assessment of the functionality and durability of commercial off-the-shelf, mature printed electronics (PE) circuit components and devices on plastic substrates including: PE flexible displays; PE displays integrated into smart card circuits; printed batteries; and printed memory on plastic substrates and/or printed conducting wires on plastic substrates. This proposed contract is in support of a current NSRDEC S&T effort to determine the feasibility of applying printed electronics to future intelligent ration packaging materials and systems. The results from these services are to be documented and will provide the supporting scientific information necessary to help determine the feasibility of a future, integrated PE display-sensor device concept for application to military packaging systems, such as plastic pallet wraps for unit loads of rations. The proposed Contractor, Principal Investigator, and Key person on the effort possesses unique qualifications and experience that will enable him to successfully perform these services. Dr. Andrady has the required experience in the printed electronics field and with the requirements of military ration packaging (e.g., MRE and UGR), and has a knowledge of the military user base. Dr. Andrady has also researched, obtained, and conducted preliminary evaluations of relevant PE components or PE prototypes during the course of a recent feasibility investigation for the NSRDEC. This knowledge is essential for the successful assessment of the proposed technology and its application to ration packaging. Dr. Andrady is available to provide these services in the timeframe allowed. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available.
