Description
RECOVERY. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO THE INCUMBENT CONTRACTOR FOR THE WATER INTRUSION REPAIRS AT SAM M. GIBBONS FEDERAL COURTHOUSE, TAMPA, FL. The Real Estate, Design and Construction, in Region 4 of Public Buildings Services of the U.S. General Services Administration (GSA) is announcing its intent to complete Phase II of the Water Intrusion Repairs at the Sam M. Gibbons U.S. Courthouse in Tampa, FL by retaining the contractor, American Restoration, Inc., using other than full-and-open competition, as regulated in Part 6.3 of the Federal Acquisition Regulation System. The delivery method has been changed from Design-Build to Design-Bid-Build. Using the Design-Bid-Build delivery method, GSA is requiring that the contractor use the construction documents developed during the investigation phase. The investigation and design services of the contractor's team were procured under the Best Value source selection trade-off process approach under FAR 15.101, where all evaluation factors combined were more important than price. The contractor's team has completed the investigation phase and is currently working on Phase I of the repairs. Retaining American Restoration, Inc. and its current team to complete Phase II repairs will result in schedule efficiencies in completing the repairs. This approach also will eliminate inefficiencies associated with the knowledge base of the existing contractor's team and mobilization. Due to liability associated with the swing stages and overhead protection, the Phase I contractor will need to demobilize prior to the Phase II contractor starting work. The new Phase II contractor will have to reinstall their own overhead protection and swing stages which would result in significant time and cost inefficiency to the Government. The completed repairs must meet all applicable federal, state and local guidelines governing this design. Should a party other than the current contractor's team perform the Phase II repairs, that party is required to accept liability for such work. GSA will rely on the current contractor's team member, Facility Engineering Associates, to remain involved in the repair efforts as a consultant to the Phase II contractor to ensure that the design intent is met through completion of repairs. The party performing the remaining repair effort also must successfully demonstrate the ability to meet criteria, which includes and is not limited to, the following: 1. Provide evidence of past performance in providing building envelope uncontrolled water penetration repairs on similar projects for a minimum of 5 years. 2. Provide evidence of qualifications and experience of key management and field personnel. 3. Demonstrate a detailed understanding of building envelope systems. 4. Provide evidence of repair experience within the past 5 years for buildings that accommodate justice and law enforcement functions. 5. The ability to produce a work force where each employee working on site is required to pass a background security clearance check in accordance with HSPD-12 before accessing the site. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. NAICS Code is 236220. Small Business Size Standard is $31.0 Million. It is anticipated the Magnitude of this project is between $5,000,000 and $10,000,000. This range does not necessarily reflect the proximity of the actual estimated cost. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Contractors who wish to comment on this intent or to express an interest in this procurement action must submit such comment or notice of interest in writing to Bobbie Clark, Contracting Officer, within 15 calendar days from the date of publication of this Notice of Intent.
