Description
NASA/ARC is hereby soliciting information about potential sources for AirfieldWildlife Hazard Mitigation Services.NASA/ARC has a requirement to minimize threats posed by wildlife to aircraft and humansafety at Moffett Federal Airfield (MFA) in order to maintain Federal AviationAdministration (FAA) Part 139 certification.NASA/ARC requires a Certified Wildlife Biologist that meets all qualifications requiredby FAA Advisory Circular (AC No. 150/5200-36) to perform the following:1. Providing recommendations to the MFA on mitigating wildlife hazards:-Perform Wildlife-strike Hazard Assessment-Provide monthly progress reports during the life of the project-Reports to contain results and recommendations for inclusion in the Wildlife ManagementPlan to mitigate any potential conflicts with wildlife.-Develop a plan to keep wildlife away from operating aircraft-Recommend changes to Moffett Wildlife Management Plan-Oversee implementation of the wildlife plan2. Conducting operational work to reduce wildlife/aviation hazards:-Determine the number of wildlife surveys that are needed to assess land uses on andaround the airfield for their potential to attract wildlife species hazardous to aviation-Establish survey points on and around the airfield that would provide statisticallyrepresentative data on wildlife species and numbers using the area-Conduct wildlife time-area count method to determine the baseline for wildlifepopulations in and around Moffett Field-Obtain degradation permits when needed3. Evaluating and monitoring effectiveness of hazard management techniques; and4. Providing assistance in developing and maintaining a Wildlife Hazard/Strike databaseand providing training to airport personnel on identifying and managing wildlife hazardsat airports:-Establish a list of threatened and endangered species to determine the potentialpresence of these species or critical habitat-Access the FAA Bird Strike Database, the Air Force Bird Aircraft Strike Hazard (BASH)team database, and airfield operations records to determine past incidences of birdstrikes in the area of Moffett Field.-Assess Raptor ecology, animal behavior, wildlife habitat management, and performstatistical analysisNo solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement indicating the ability to performall aspects of the effort described herein.Please submit all responses no later than 4:00PM (PST), Monday, April 27, 2009. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
