Description
Housing Maintenance Services at U.S. Coast Guard Housing Areas in Concord, CA The following acquisition is being offered for competition limited to eligible 8(a) Small Business concerns. The North American Industrial Classification Code (NAICS) is 561210 - Facilities Support Services applies with a size standard of $35.5 Million. The SBA requirement number is 0912-09-903024. This is a follow-on requirement for Housing Maintenance Services for the Coast Guard Housing areas in Concord, CA. The period of performance is anticipated to be 01 October 2009 through 30 September 2010, with four (4) Option Years. If all Option Year periods are exercised by the Government, the contract term will end 30 September 2014. The requirements of the Service Contract Act, Davis-Bacon Act apply. An Offer’s Guarantee, Performance and Payment Bonds will be required. The solicitation will include Firm-Fixed-Price, Indefinite Quantity Indefinite-Delivery, and Task Hour items. A guided site visit and pre-proposal conference are planned. More definite information concerning the site visit and pre-proposal conference will be included in the solicitation. The solicitation will be issued on, or about, 24 April 2009, without further notice. The Contractor shall provide all labor, management, materials, tools, equipment and transportation for the operation, maintenance, repairs, and alterations of 286 military housing units; facilities; structures; utilities; common areas; irrigation systems; appliances; grounds maintenance; concrete and asphalt repairs; house cleaning; pest control and janitorial services; The scope of work includes, but not limited to change of occupancy maintenance, painting, electrical, carpentry, and plumbing work to the interiors and exteriors of the Coast Guard housing units and common areas in Quinault Village and Victory Village in Concord, California. All interested, eligible 8(a) firms are encouraged to download a copy of the solicitation and supporting documents from FedBizOps http://www.fbo.gov/ immediately upon posting, to ensure that the required proposal submission timeframes are met. Hard copies of the solicitation will not be issued. All eligible firms may submit an offer, which will be considered by the Coast Guard. Evaluation criteria will be based upon Staffing, Operations, Quality Control, Past Performance, and Pricing. Technical Proposals, Price Proposals, Past Performance, and Financial information will be required. The Government will award a contract to the responsible Offeror whose proposal, conforming to the Solicitation, will be most advantageous to the Government; price and other factors considered and will be made on the basis of a Best Value Source Selection Team decision. Services will be procured using procedures in FAR Part 12 - Acquisition of Commercial Items, and FAR Part 15 - Contracting by Negotiation, this pre-solicitation document, and incorporated provisions and those in effect through Federal Acquisition Circular 2005-32. The Online Representation and Certification Application (ORCA) apply, and Offeror’s must register and complete this section at http://www.bpn.gov. Offerors must also have an active record in the Central Contractor Registration (CCR) and an active Market Partner Identification Number (MPIN). Contractors must be registered in the Central Contractor Registration (CCR) in order to receive a contract award from any Coast Guard activity. The entire solicitation will be released solely on the internet by electronic solicitation at the Federal Business Opportunities (FBO) website http://www.fbo.gov/index. The Offeror’s proposal must be submitted via regular mail to the address indicated in the FedBizOps solicitation package. All prospective bidders are responsible for visiting the Federal Business Opportunities website frequently to obtain any amendments, or other information pertaining to this solicitation.
