- Callaghan MulchingL09PS00327 The Bureau of Land Management, Nevada State Office, is seeking a qualified vendor to supply wheat straw mulch to a designated staging area and spread it across the project area for erosion control using rotor wing aircraft as specified in the solicitation package. Solicitation Number L09PS00327 will be issued as a Request for Quote (RFQ). DESCRIPTION/LOCATION OF WORK - The objective of this project is to stabilize 65 acres with straw mulch within the Silver Creek drainage. The treatment is intended to stabilize specific areas of concern by providing immediate soil cover, reducing erosion and sedimentation, improving infiltration and improving seedling establishment and natural vegetation recovery. The treatment area is located within the Silver Creek drainage approximately twelve miles northeast of Austin, Nevada, within Lander County, State of Nevada. The treatment consists of two adjacent polygons, with elevation ranging between 5,500 ft. and 7,000 feet. A map will be included with the solicitation package that will specify the exact location. Complete specifications and requirements will be included in the solicitation package. Solicitation package will be available electronically on or about April 17th, 2009. Please print the Standard form (SF-1449) and all clauses and attachments. Quotes will be due on or about April 30th, 2009. Quotes may be submitted to Bureau of Land Management, Ely Field Office; Attention: Kim Ferguson, HC33 Box 33500, Ely, NV 89301. By express or hand delivery to: Bureau of Land Management, Ely Field Office; Attention: Kim Ferguson; 702 No. Industrial Blvd, Ely NV 89301, or by facsimile to (775) 289-1910. An award will be made based on Technical Capability, Past Performance and Price. Quotes shall include the following items: 1) Pricing Schedule including unit price, 2) Applicator's experience and Company experience as detailed in the solicitation, 3) Relevant Past Performance from the past three (3) years as detailed in the Solicitation, 4) Include TIN and DUNS Number, 5) Offer must be signed, and 6) Representations and Certifications must be submitted (Note: Annual representations and certifications can be completed at Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. If not completed electronically, then FAR Clause 52.212-03; Offeror Representations and Certifications, found in the solicitation package, must be completed.) This is a 100% set-aside for small business. The standard NAICS classification is 115112. Size standard is $6.5 million. The Government intends to award this contract on an all-or-none basis. The solicitation will be issued on or about April 17th,2009. Detailed information, including a Statement of Work and Maps, will be included.
