- The Colville National Forest is requesting proposals for the Lakes Stewardship Project. The requirements are for timber removal, and trading the value of that timber for fuel reduction and other land management activities on the Colville National Forest, Three Rivers Ranger District, Kettle Falls, Washington. This project involves timber removal (22,000 tons), grinding and removal of 1518 tons, 333 acres of pre-commercial thinning, 376 acres of reduction of ladder fuels, 237 acres of machine piling, 12 acres of hand piling, shaded fuel breaks, minor road constructing and maintenance. The Contractor shall furnish all labor, equipment, supervision, transportation, and supplies needed to perform the services. Boundaries and Project location- All Timber Removal Units are tagged with blue or yellow boundary tags and painted with vertical orange painted stripes or three horizontal bands. The project area is located approximately 16 miles east of Colville, WA on Colville National Forest lands surrounding the Little Pend Oreille Lakes, a chain of seven lakes including Sherry Lake, Gillette Lake, Thomas Lake, Heritage Lake, Frater Lake, Nile Lake, and Leo Lake. Highway 20 bisects the area in a roughly north-south direction through the center of the planning units and parallels the west side of the lakes. Project Location – Project is located in T36N, R41E, Sections 1,12-13; T4036N, R42E, Sections 3-9,17-19; T37N, R42E, Sections 34 W.M., Stevens and Pend Orielle County, Washington. The project area may be reached by county and forest service roads that are accessible by standard pickup during the normal operating season (June 15th through November 1st, January 1st through March 15). It is estimated that work could begin in summer of 2009. Actual start date is subject to contractor submitted and approved performance schedules, actual work awarded, and seasonal performance windows. Work shall be performed in a manner that all contract requirements are complete by October 15, 2011. Point of contact for site information is Kelvin Davis at 509-775-7400. The solicitation will be available on or about May 1, 2009, uploaded to this website. The NAICS code for this requirement is 113310 with small business size being 500 employees or less. This contract will be used as an instrument to implement the National Fire Plan and Stewardship objectives. This solicitation and any resultant contract will be a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services.
