Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA, intends to procure, on an other than full and open competition basis from Sikorsky Support Services, Inc. (SSSI), 6900 Main ST, Stratford, CT 06617-1378, a two year contract to provide Contractor Engineering Technical Services (CETS) to instruct and train Department of Defense (DoD) personnel in the installation, operation and maintenance of H-53 and H-60 aircraft systems and equipment at various sites in support of Naval Air Technical Data and Engineering Service Command (NATEC). Sikorsky Support Services, Inc. is the developer and original equipment manufacturer (OEM) of the equipment to be supported. This effort includes instructing and training DoD personnel in the operation and maintenance of the H-53 and H-60 helicopters, associated support equipment and providing logistic support and inventory control of repair parts. Employees working for the OEM are the only individuals who have access to current proprietary technical data and who are capable of resolving complex maintenance and technical problems. Sikorsky Support Services, Inc is the only source available with the requisite data and specific technical support personnel knowledgeable of this equipment. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement or proposal which shall be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-53 / H-60 program and must include personnel specifically qualified to provide the services described. Award of this contract is expected to occur in June 2009 and it will cover the period from 01 July 2009 through 30 June 2011.
