Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation, RABQ2090014, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. The North American Industry classification (NAICS) code is 518210 and the business size maximum is $7.0 Million. The proposed contract is a Total Small Business Set-Aside. All small business shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.229-14 Limitations on Subcontracting. All responsible small business sources may submit a proposal, which will be considered by the Government. The performance period for this requirement is a basic year and two one year options. This office is requesting proposals on the following: Item: 0001 Base Year: Provide all travel, supplies, materials and personnel to provide data collection, survey design, distribute parent surveys, scan data, and conduct data analysis in order for BIE-DPA to meet the OMB requirements and to produce reports that meet OSEP requirements. All work shall be performed in accordance with the Scope of Work. The Quantity is One and the Unit is Job. Items 0002 and 003 Option Year One and Option Year Two have the same information as item 1. The difference is the performance period. Item 1 is one year from date of award. Item 2 is Option Year 1 and it is one year from the completion date of the basic year. Item 3 is Option Year 2 and it is one year from the completion date of Option Year 1. The Government intends to award a Firm Fixed Price contract for a basic year and two option years. SCOPE OF WORK (SOW): The SOW is as follows: Bureau of Indian Education Division of Performance and Accountability, Scope of Work for Parent Survey 1. PURPOSE: The Bureau of Indian Education, Division of Performance and Accountability (BIE-DPA) is required to survey parents per PL 108-446 Individuals with Disabilities Education Act (IDIEA). P.L. 108-446 requires the submission of specific data as a requisite to the receipt of federal funding to support services for students with disabilities attending BIE schools. Indicator 8 of the State Performance Plan (SPP) addresses parental involvement and requires reporting the percent of parents who indicate their childs school facilitated parent involvement which resulted in improved educational results for the child. 2. DESCRIPTION OF SERVICES: The BIE-DPA is requesting proposals to deliver the following services. The contractor will do database creation, data definition file, and field mapping. A back-end SQL database will be programmed to store data collected from scanned surveys. Each database filed/element will be described in a data field in the database. Once all of the data has been processed, it will provide the resulting data file to DPA. This data file can be made available in a variety of formats (i.e., EXCEL, Access, SpSS, Tab-delimited, etc.). The contractor will analyze forms using the Rasch method approved for OSEP level reports. The Rasch analysis will result in a bureau-level report that can be submitted to OSEP for federal reporting requirements. The analysis will help guide future survey efforts by funding anomalies in the data as they relate specific items, respondents or categories. The survey must be statistically validated as sufficient to meet the required reporting to the Department of Educations Office of Special Education Program (OSEP) The data will be collected on custom forms specifically designed for BIE-DPA to meet publishing, and tabulation requirements. The contractor will drop ship to 177 sites in 23 states. The scanning will reflect the exact quantity of returned surveys (not to exceed 9,000). The custom forms are manufactured with specific requirements as requested by DPA to be used for analysis. By December 1, 2009 the analytical results will be sent to DPA. The contractor will provide site reports to DPA and the specified site. The contract must show evidence of the cost estimate for modifying the survey design, scanning the surveys (up to 9,000 surveys), conducting data analysis, and generating site reports. The proposal must include detailed costs, to include shipping costs. 3. QUALIFICATIONS: The proposals will show evidence of the cost estimate for modifying the Part B survey design, scanning the surveys (up to 9,000 surveys), conducting data analysis and generating site reports. The proposals must show evidence experience and show guarantee of unacceptable or replaceable documents: will guarantee all forms to be 100% scannable on scanning equipment if forms are defective or out of specification. The proposal will guarantee that surveys will arrive at site by the required date (March 30, 2009). The proposal must include detailed cost, to include shipping cost. 4. DPA reserves the right to make awards based on Proposal content and the needs of specific geographic areas. Contracts will be awarded through the BIE contract process. BIE is not liable for any costs incurred by the applicant prior to the execution of a contract and reserves the right to negotiate the proposed budget and scope of work. Contract will be awarded on the basis of survey design, data analysis, and description and samples of site reports. This is a one year contract with an option for renewal for Year 2 and Year 3.The base year period of performance is date of award for one whole year. The Offeror shall provide the lump sum cost for the base and two option year periods with a breakdown of their cost to provide this service and provide a copy of their credentials, including but not limited the college diploma. The offeror shall have a favorable screening (applicant and suitability) determination must be made by the Bureau of Indian Affairs (BIA) Office of Indian Education Programs (OIEP), Personnel Security and Suitability Program in accordance with the Background Investigations Clause. EVALUATION AND SELECTION CRITERIA: Proposals should have detailed description of proposed project. The narrative should not be longer than 5 pages, using size 12 fonts. Supportive documents may be included in the Appendices. Proposals will be evaluated on the following scoring rubric. The proposal must address the following areas and in the following order: CRITERIA MAXIMUM POINTS Survey Design Modification 25 points Description of design & provide sample to DPA within 5 days of award. Scanning & Data verification 25 points Provide detailed description as to how this will be completed. Database Creation, Data Definition File, Field Mapping 25 points Provide detailed description as to how this will be completed. Rasch Analysis (OSEP State-level report) & site level reports. 25 points Provide detailed description as to how the Rasch analysis will be meet OSEP level state level report. The description must include description of how the site level reports will be completed. Provide recent & relevant contracts for the same or similar items, contract numbers, points of contacts with telephone numbers and other relevant information. Award will be based on the Best Value to the Government, overall acceptable quote, as submitted by a responsible offeror & ability to provide the above requirements. Proposals will be submitted in writing and signed by an individual with the authority to bind their respective company; electronic submissions via fax are acceptable.
