Description
The General Services Administration, Public Building Services is conducting a Market Research to determine interested in potential opportunities in Security Escort and Burn Bag services for the White House Complex in Washington, DC. This is a Request for Information (RFI) as defined in FAR 15.201(e). The purpose of the RFI is to acquire sources who meet the minimum requirement as describes below. In addition to the daily Security Escort and Burn Bag Services, companies must process an “ACTIVE” Top Secret Security Facility Clearance in addition to its employees who must process an “ACTIVE” Top Secret and/or Secret Compartmented Information (TS/SCI) clearances prior to starting work on the Complex. These services are usually required on a 24 hour a day, 7 days a week basis. Contractor personnel must be cleared in accordance with the Homeland Security Presidential Directive 12 (HSPD-12), the U.S. Secret Services and the Office of the Administration. In almost all instances the U.S. Secret Service (USSS) requires that contractor personnel and non-badge individuals who are visiting the White House Complex be accompanied by security escorts who possess TS/SCI Clearances. These security escorts augment the USSS force and are a critical element in the success of the USSS mission. This procurement may have a need for the contractor to provide up to 350 security escorts with top secret (approximately 75%), or higher (approximately 25%), security clearances. Failure to provide the required number of personnel could severely hamper operations on the White House Complex. Potential cost, schedule, and performance risks are expected to remain consistent with historically experienced trends. Offerors must demonstrate their technical capabilities, experience, and ability to manage the project within cost and schedule constraints. This is a TOTAL SMALL BUSINESS SET ASIDE. The NAICS Code for this procurement is 561612. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI.
