Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source follow-on contract to ATK Mission Systems Group, Advanced WEapons Division (AWD), Woodland Hills, CA for the next Low-Rate Initial Production (LRIP) (FY10) of the Advanced Anti-Radiation Guided Missile. It is anticipated that the resultant contract shall be on Firm-Fixed-Priced type basis for the procurement of: (a) conversion of U.S government provided AGM-88B HARM missiles into twenty-six (26) AGM-88E AARGM all-up-round missile systems, or other such quantities as may be authorized and appropriated by Congress ; (b) conversion of seven (7) U.S provided AGM-88B/C HARM Captive Air Training missiles to AGM-88E CATMs; (c) technical and training manual updates; (d) Support Equipment and Support Test Equipment for LRIP. An international requirement is expected to be included as a minor portion of the subject contract. The Department of Defense (DoD) is planning to enter into a Cooperative Memorandum of Agreement (MOA) with the Italian Ministry of Defense (MOD). Once the MOA is signed it is anticipated that the subject contract shall include the procurement of the conversion of three (3) Italian government provided AGM-88B HARM AURs to AGM-88E AARGM AURs, to include related supplies and services necessary for their manufacture, sparing, and fleet deployment; and any other supplies, services, or other such AARGM AUR quantities required to satisfy the terms of the MOA. The anticipated procurement shall be executed in accordance with DFARS 206.302-4 - International Agreement and NAVAIR Instruction 4200.31E paragraph (7)g. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. Request for same will be disregarded. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). ATK is the sole designer, developer, and manufacturer of the AGM-88E AARGM, and as such, is the only known source available with the requisite technical knowledge, experience and tooling to produce the requirements described herein, in order to satisfy the government’s requirement. The North American Industry Classification Systems (NAICS) code for the supplies anticipated needed herein is 336414.
