Description
This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). In accordance with FAR 15.209(c), responses to this RFI are not offers and will not be accepted by the Government to form an agreement of binding contract of any nature.The Environmental Protection Agency (EPA) will not award a contract based on this RFI. All information solicited and received in this Request for Information (RFI), will be treated as information only. Responses to this RFI will not be returned. Respondents are advised to not include any confidential business information with a response as the government does not guarantee confidentiality of the information received. The purpose of this RFI is to gather government, industry and public comment from all interested parties. The EPA OPPT is seeking comments, suggestions, recommendations and creative input for the development of a potential solution to manage data and documents, including electronic filings submitted to EPA by the chemical industry under authority of the Toxic Substances Control Act (TSCA). Initial focus of the solution shall be for Section 5, New chemicals submissions. More information on TSCA section 5 may be found at: http://www.epa.gov/biotech_rule/pubs/submain.htm For a complete description of this RFI please see:http://www.epa.gov/oamhpod1/admin_placement/0911567/index.htm or http://www.epa.gov/oam/hpod/index.htm#solam This RFI has been altered to include the following extensions: Questions should be submitted no later than 4:00 EST April 1, 2009; Responses should be submitted no later than 4:00 EST April 10, 2009. The following Questions and Answers have been posted by the Government: 1.Question: I was hoping to find out if: MANAGE TOXIC SUBSTANCES SYSTEM FOR NEW CHEMICAL SUBMISSIONS, is a new opportunity or if there was an incumbent. If there is an incumbent on this opportunity could you please provide me with the following information: Award Date: Contract #: Contractor Name: Award Amount: ?Answer: MTS for New Chemical Submissions is a new opportunity.2.Question: Is there an anticipated time frame for an RFP release??Answer: The anticipated time frame for an RFP release is first quarter of fiscal year 20103.Question: Is there any current case/contract management system in place at MTS? ?Answer: There is no current case/contract management system in place for MTS4.Question: Are they currently using Documentum just as content repository (or) is it integrated in their custom enterprise application? If so, what are the integrations? ?Answer: Documentum is emerging as a legacy document repository with Captiva scanning interface and both JAVA based and WebTop search routines. 5.Question: What tools of Documentum are currently in use (Content Server, WebTop, any other?) ?Answer: See answer to question 4. 6.Question: Is the Migration of legacy Documents from Oracle to be included in the solution??Answer: There are no legacy documents in Oracle7.Question: What is the current scope & volume of external systems/Agencies integration involved in processes (workflows) for reviewing (non confidential) information? ?Answer: The RFI identifies required system interaction and integration, but the solution should be scalable as indicated in the RFI.8.Question: Are there any web content management requirements to provide self service to the customers??Answer: No. 9.Question: Since scanning is not allowed, what are all the document capture methods (email, web, i.e. is there a requirement to integrate FAX also??Answer: The document capture methods include receipt of electronic documents through CD and encrypted through CDX. Submission software has been developed by EPA and posted to EPA's web site for industry to download to client machines for preparation, validation and submission by CD or CDX. The solution should be scalable to allow document capture through web forms and web-based applications.10.Question: With regards to the RFI TSCAQ MTS attachment entitled ?MTS New Chemical Submission System Requirement Specification Model Report? dated July 2008, was this report prepared by a vendor or by government personnel, and if by a vendor, is that vendor eligible to respond to this particular requirement??Answer: The document was prepared by EPA with the assistance of a vendor. That vendor is eligible to respond to this particular requirement.11.Question: How does EPA like Documentum in general? Are they really willing to move from Documentum to alternatives or is their preference to re-engineer the existing platform to be more efficient/cost effective.?Answer: Documentum is the standard for records management and document management applications throughout EPA. The key criteria for any solution is that it will effectively and efficiently receive, process, store, synchronize, provide pre-formatted and triggered responses to submitters, and provide centralized, internal EPA search and report access to regulatory documents submitted by industry or developed internally by EPA scientists and structured data extracted from documents submitted by industry as original submissions or amendments, substantiated by associated scientific studies sometimes comprising thousands of pages in several different formats (e.g., PDF, GIF, MOL, MS Word, etc.). All design options are being considered through a thorough analysis including review of cost-benefit.12.Question: The RFI suggests that a COTS might be considered. Is it understood that even a COTS will take significant customization to work with multiple platforms and support a variety of workflow interfaces??Answer: This is understood13.Question: Would EPA consider making this contract a small business set aside, 8(a)? ?Answer: Yes, the EPA will consider this option.14.Question: Would EPA consider issuing this contract under Alliant SB to reduce the procurement time, giving the agency and selected contractor to get to work quicker on MTS??Answer: Yes, the EPA will consider this option15.Question: Is the interface and file management capability to be for in-house use only (ie. PMN Notes) or does it require an interface to replace existing systems for industry submissions??Answer: See answer to question 9 with regard to interface for industry submissions. The solution which this RFI seeks is to provide the key capability as indicated in the answer to question 11. 16.Question: Is a browser interface desired??Answer: Any reasonable interface will be considered17.Question: By "secured communication between EPA and industry submitters", does this mean receipt/status/etc e-mails?Answer: The secured communication channel between EPA and industry submitters for sending encrypted CBI information between the EPA and industry uses CDX and submission software developed by EPA and posted to EPA's web site for industry download. The solution which this RFI seeks is to provide pre-formatted and triggered responses to submitters regarding their submissions using the secure channel.
