- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for spares, repairs, modifications and upgrades for C-130J T/M/S Model SA-341. This requirement is planned as a non-competitive commercial Firm-Fixed Price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract for a period of five (5) years with a minimum order quantity of one (1) and a maximum order quantity of 82 spares and 124 repairs. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 with L-3 Communications Avionics Systems Inc, 5353 52nd St SE, Grand Rapids, MI 49512-9702. The basis for restricting competition is the lack of Level III documentation, specialized tooling, test procedures, and test stations in addition to duplicative costs and time that would be required to reverse engineer the system/equipment. The solicitation will be available on or about 9 June 2009 at FedBizOpps locat! ed at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
