Description
The Department of Health and Human Services Agency for Healthcare Research and Quality (AHRQ) through the Department of Health and Human Services, Program Support Center, Strategic Acquisition Sourcing, Division Acquisision Management intends to award a sole source, simplified acquisition, FAR Part 13.105 to the National Academy of Sciences, Health Literacy Roundtable, Institute of Medicine. The Health Literacy Roundtable/Insitute of Medicine is unique as to the Insitute of Medicine (IOM) at the National Academies is the only organization that convenes the Health Literacy Roundtable. The Institute of Medicine at the Natoinal Academy of Sciences is unique in that being the only source for the roundtable and the IOM's Health Literacy Roundtable provides a structured opportunity in a neutral setting for the exchange of information and the identification of mutual concerns among stakeholders concerned about health literacy. Background Building upon the IOM’s 2004 report Health Literacy: A Prescription to End Confusion, the Institute of Medicine convened a Roundtable on Health Literacy in 2006. The Roundtable brings together leaders from academia, industry, government, foundations and associations, and representatives of patient and consumer interests who have an interest and role in improving health literacy. The mission of the Roundtable is to move forward the field of health literacy by translating research findings to practical strategies that can be implemented. To achieve this mission, the Roundtable discusses challenges facing health literacy practice and research, and identifies approaches to promote health literacy through mechanisms and partnerships in both the public and private sectors. The Roundtable holds 2-day meetings several times a year. The first day is a public session devoted to learning more about a particular aspect of health literacy. The second day is a closed meeting for Roundtable members (i.e., sponsors) to discuss how to promote health literacy, including setting the agenda for future meetings. Roundtable dates to be determined. Contractor required to perform roundtable on Health Literacy roundtables twice annually. Period of performance projected to be 24 months from date of award. Statement of Work The contractor shall: • Prepare agendas of Health Literacy Roundtable workshops. • Arrange for speakers to present at Health Literacy Roundtable workshops. • Write summaries of Health Literacy Roundtable workshops and of Health Literacy Roundtable closed meetings. • Provide staff support to Health Literacy Roundtable subcommittees. • Provide semi-annual Progress Reports to AHRQ on the Health Literacy Roundtable’s activities that include but are not limited to: workshop agendas, published meeting proceedings, minutes of Health Literacy Roundtable meetings, and products from Health Literacy Roundtable subcommittees. Deliverable Schedule Dates of roundtables to be determined. DeliverableDue Date Progress Report #1September 1, 2009 Progress Report #2March 1, 2010 Progress Report #3September 1, 2010 Progress Report #4March 1, 2011 The proposed simplified acquisition action is for supplies or services for which the government intends to solicit and negotiate with only once source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals within 5 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
