Description
NAICS Code: 541712 This is a SOLE SOURCE procurement, not a Request for Quotation (RFQ). The U.S. Environmental Protection Agency (EPA) Climate Change Division (CCD) Climate Economics Branch (CEB) intends to award a sole source fixed-price purchase order in accordance with FederalAcquisition Regulation Part 13 "Simplified Acquisition Procedures" to Ohio State University Research Foundation in Columbus, Ohio. The purpose of this purchase order is to advance CEB's terrestrial emissions, mitigation, and impacts analyses capabilities by enhancing global economic modeling of both detailed forestry and agriculture land-use and market activity and general equilibrium modeling of the relative role of forestry and agriculture in the global economy. This purchase order calls on the unique expertise and skills of Dr. Brent Sohngen and associates at Ohio State University. Dr. Sohngen maintains the Global Timber Model (GTM), an internationally regarded, state of the art global forest economic climate model. The GTM model is regarded as the premier economic model for global forest carbon sequestration analysis. The dynamic GTM was originally developed by Sedjo and Lyon (1990), further developed by Sohngen et al. (1999), and expanded to account for carbon sequestration incentives for forest owners by Sohngen and Mendelsohn (2002). The model captures the complex biophysical and economic dynamics of forest management with a forward-looking model of world timber markets that considers future timber and land prices in managing timber stocks. The model has been used in climate economic estimates of global forest carbon sequestration as well as to estimate the effects of long-term changes in policies and the environment on forestry income, production, consumption, environmental attributes, and trade. This Purchase Order will leverage and build upon previous model development that has introduced aggregate crop and livestock sectors to the GTM with the next generation of the model, the Dynamic Global Forest and Agriculture Model (D-GFAM). Purdue University's Global Trade Analysis Project (GTAP) and EPA have developed an initial integrated land-use and GHG database and static general equilibrium modeling framework for assessing the global potential for forest and agriculture GHG mitigation in applied general equilibrium models. Dr. Sohngen and associates developed and provided critical global forest economic and carbon sequestration data, modeling parameters, and expertise in the development of the land-use database. This is not a request for quotation. No award will be issued should quotes be received in response to this notice.
