Description
The Mission and Installation Contracting Command Center Eustis (MICCC-EU) intends to procure services to deliver satellite-transmitted and internet-downloadable international television programming to DoD users to support language learning in languages of military interest to SCOLA, a non-profit organization of McClelland, IA for one base year and four option years to support the Defense Language Institute at Presidio of Monterey, California on a sole source basis. Requirement will provide support primarily, but not limited to, the following areas: 1.Authentic, current, copyright-free materials for users to access through a single-source internet access point; 2.Internet-delivered content available via a web-searchable archive with open, unrestricted access (24/7/365) and have burstable bandwidth enabling a minimum of 1,000 concurrent users., which allows users to locate and download the program of their choice at their convenience instead of watching or recording programs real time; 3.Television programming originally broadcast in countries where the target language is natively spoken; all authentic materials shall be copyright-free for educational use. All necessary permissions shall be secured, in writing, from originators of the programming to include the right of DoD agencies to view, record, store, adapt, and distribute within DoD. 4.Continual programming available from the specified Eurasian countries: mandatory language/country pairs accessible via 7 channels: Arabic (any Middle Eastern country), Mandarin Chinese (China), Dari (Afghanistan), French (any French-speaking African nation), German (Germany), Hebrew (Israel), Hindi (India), Indonesian (Indonesia), Japanese (Japan), Korean (Korea), Kurdish (Iran/Iraq/Turkey), Pashto (Afghanistan), Persian Farsi (Iran), Russian (Russia), Serbo-Croatian (Serbia/Croatia), Spanish (Columbia/Venezuela/Ecuador), Tagalog (Philippines), Thai (Thailand), Turkish (Turkey), Urdu (Pakistan), Uzbek (Uzbekistan). Punjabi (India), Bengali (India), Burmese (Myanmar). 5.Rebroadcast programming available via satellite to all DoD users within CONUS transmitting satellite broadcasting in MPEG-1 format, through a geo-stationary satellite. Video shall be accompanied by its corresponding audio. 6.Programming available over the internet through video streaming, 24 hours a day, seven days a week. Users shall be able to watch live steams or download full-length television programming, language learning lessons, in-country interviews, and newspaper materials. Contractor shall have bandwidth burstable to 45 Mbs to handle user demands, with redundancy of connectivity and power sufficient to maintain service with outages of no more than 30 minutes per day. The designated NAICS Code is 515120 Television Broadcasting with a size standard of $14M. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
