Description
NASA/GRC has a requirement for the repair of an existing Ormond Thrust Stand foruse in the Altitude Combustion Stand (ACS) Facility. Several original equipment partswill be replaced to bring the equipment up to a fully operational status. NASA/GRCintends to purchase the items from Force Measurement Systems located in Fullerton,California.Force Measurement Systems shall be contacted to provide missing calibration components,support instrumentation, and control computer of an existing thrust stand that is locatedin the test tank of the ACS Facility of Building 147, located at the Glenn ResearchCenter (GRC) in Cleveland, Ohio. This stand was originally built in 1985 by Ormandwhich later became Force Measurement Systems(FMS). Force Measurement systems site hasthe original design drawings both mechanical and electrical for this thrust stand. Thismakes FMS uniquely qualified to reference their original designs. The NASA ownedoriginal drawings and calibration system for this stand have been lost, so FMS has theexclusive capability of providing original proprietary drawings and rebuilding necessarysystem components of the system. There is an aggressive test schedule planned for ACS,so getting the thrust stand back to full fuctionality as quickly as possible isessential. There are flexure adapters on the thrust stand which are exclusive to FMS andmust be replaced to mate existing sections of the thrust stand. This sole source isunder the authority of FAR reference 13.106-1(b)(1).The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Friday, April 24, 2009. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
