- The Mission and Installation Contracting Command, Presidio of Monterey Division, DoD Center Monterey Bay, Bldg 4385, 400 Gigling Road, Seaside CA 93955 is soliciting for one (1) Avtron Millennium-200 Portable Resistive Load Bank, or equal. Any item proposed as equal shall meet the exact form, fit and functionality as the brand name. Avtron Millennium-200 UL Listed Portable Resistive Load Bank, Featuring: Rating: 200 KW at 240 or 480 Volts AC, 3 Phase, 60 Hertz, 480/240 Amps per Phase Total load de-rates to 150 KW when operated at 208 or 416 Volts AC, 3 Phase, 60 Hertz Tolerance: -0 to +5% overall Load Tolerance at rated Voltage. Duty Cycle: Rated for continuous operation. Load Step Resolution: 5, 10, 25, 50, and 100 KW at 240 or 480 Volts AC Cooling System: With mounted Blower Motor. Motor is 1.5 HP, rated for operation at 120 Volts AC, 1 Phase, 60 Hertz. Control and Blower Power: 120 VAC, 1 Phase, 60 Hertz. Integral Dual Voltage Control Power Transformer is provided for 120 Volt AC control and blower circuit operation. Transformer circuit is switch selectable for 240 or 480 Volt primary, to 120 Volt secondary. Operator Controls: Local Control Panel including: Main Power ON/OFF Switch, Power ON Indicator, Blower/Airfail Indicator, Blower Start/Stop push buttons, Load Voltage Selector Switch for operation at 240 or 480 Volts. The following provisions and clauses are incorporated by reference: 52.212-1 Instruction to Offerors Commercial Items 52.212-4 Contract Terms and Conditions - Commercial Items 52.212-2, Evaluation Commercial Items The contract will be awarded to the Lowest Price Technically Acceptable (LPTA). The technical evaluation will be a determination based on the contractors ability to provide product that will meet the governments requirement of Form, Fit and Function. 52.212-3, Offerors Representations and Certifications Commercial Items The offeror shall complete only paragraph (l) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (k) of this provision. 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition. Contractors shall (i) register to use WAWF at https://wawf.eb.mil and (ii) ensure an electronic business point of contact (POC) is designated in the Central Contractor Registration site at http://www.ccr.gov within ten (10) calendar days after award of this contract/order.
