- Description
- NASA/MSFC has a requirement for a follow-on contract to provide Cryogenic FluidManagement (CFM) in support of Altair, Ares V, Lunar Surface Systems, and GroundOperations Constellation programs.NASAs CFM Project effort provides NASA MSFC with continued development and validation ofnovel system concepts and high-leverage technologies to enable safe, affordable andsustainable human and robotic exploration. Critical to this effort is the ability tostore and manage cryogenic propellants in space for the development of explorationstrategies and commercial space activities consistent with Constellation and theExploration Technology Development Program (ETDP) objectives. NASA/MSFC intends to purchase the services from Alpha Technologies, Inc. pursuant to FAR6.302-1, which implements the authority for 10 U.S.C. 2304(c)(1) for acquisition ofsupplies or services from only one source and no other supplies or services will satisfyagency requirements. Competition is impractical for the following reasons:A follow-on contract is needed to maintain continuity in CFM expertise support that AlphaTechnology, Inc. is currently providing under contract with MSFCs Propulsion SystemsDepartment. Alpha Technology, Inc.s resident CFM expert brings 48 years of experienceas a leading CFM Technologist and is intimately engaged in ongoing CFM work, includingexperiments, tests, planning and documentation. The CFM Project has an aggressive schedule of milestones and product deliverables ofwhich Alpha Technology, Inc. is at this time heavily involved.Continued AlphaTechnology, Inc. support for in-progress and ongoing CFM activities, is essential forsuccess from a fidelity and schedule standpoint.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 4/30/2009. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
