- QASP Technical Instructions and Evaluation Information Proposed Price Schedule Performance Work Statement This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written quotations are being requested and a written solicitation will not be issued. Request for Quotation No. HSFEMW-09-Q-0018 is for the procurement of laboratory testing services for the Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning System (IPAWS) Common Alert Protocol (CAP) v.1.1 Profile Conformity Assessment Program. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31, 03/19/09. The North American Industry Classification System (NAICS) code is 541990 and the small business size standard is $7M. This is an unrestricted procurement. It is anticipated that only one award will result from this solicitation, via the issuance of a Time and Material simplified acquisition/commercial item purchase order. The period of performance will be for an initial 12 month period after date of award with an additional 12 month optional period of performance, subject to the availability of current fiscal year funds. NOTE: In order to qualify as a responsible source for this procurement, bidders must provide evidence that their proposed Conformity Assessment Body (CAB) is accredited by an International Laboratory Accreditation Cooperation (ILAC) Signatory Accrediting Body using the internationally accepted criteria for laboratory competency (International Organization for Standardization (ISO)/ International Electrotechnical Commission (IEC) 17025:2005) and preferably inspection body competence (ISO/IEC 17020:1998). FEMA recognizes the American Association for Laboratory Accreditation (A2LA) as well as several other qualifying accreditation bodies (e.g. National Voluntary Laboratory Accreditation Program (NVLAP), Laboratory Accreditation Bureau (LAB), Perry Johnson Laboratory Accreditation (PJLA) and ACLASS). The scope of accreditation for the inspection body shall include the design review of products that declare conformance to IPAWS standards and supporting profiles. The proposed Performance Work Statement, Price Schedule and Technical and Cost Proposal Instructions and Evaluations are provided as an attachment to this notice. BASIS FOR AWARD: The Government will make award to the responsible/responsive offeror whose offer will be most advantageous to the Government based on a best value basis. Technical evaluation factors are significantly more important than cost/price. The provision at FAR 52.212-1 (Jun 08) “Instructions to Offerors—Commerical” applies to this acquisition. Offerors are to include a completed copy of FAR provision 52.212-3 (Feb 09) “Offeror Representations and Certifications—Commercial Items” with their response or provide this information via the ORCA website, http://orca.bpn.gov. The following FAR clauses also apply: 52.212-4 (Oct 08) “Contract Terms and Conditions—Commercial Items” (Alternate 1-Oct 08) and 52.212-5 (Mar 09) “Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items,” with the following clauses cited in 52.212-5 being applicable to this acquisition: 52.203-6; 52.219-8; 52.219-9; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; and 52.232-33. HSAR Clause 3052.209-70 “Prohibition on Contracts with Corporate Expatriates” applies. The aforementioned FAR provisions and clauses can be accessed electronically at http://www.arnet.gov/far and HSAR provisions and clauses may be access electronically at http://www.dhs.gov/xopnbiz/regulations/. A written notice of award or acceptance of proposal, mailed or otherwise furnished to the successful offeror shall result in a binding contract without further action by either party. Written responses to this RFQ are due by 12 Noon, EST, on 05-06-2009. Responses shall be addressed and mailed to DHS/FEMA, MWEOC, 19844 Blue Ridge Mountain Road, Mt. Weather, VA 20135-2006, ATTN: Ms. Sandra Bucher/Bldg. 772. Offerors are reminded that award can only be made to a contractor who is registered in the Central Contractor Registration (CCR) database. Technical and/or administrative questions must be emailed to Sandra.bucher@dhs.gov or faxed to Ms. Bucher at 540/542-2632/2631 and received no later than five (5) business days from the date of publication of this notice. Amendments to this RFQ will be published in the same manner as the initial synopsis/solicitation. Reminder: The proposed Performance Work Statement, Price Schedule and Technical and Cost Proposal Instructions and Evaluations are provided as an attachment to this notice.
