- Background Information: From 1989 to 1993, Sandia National Laboratories (Sandia) disposed of approximately 250 tons of Cold War legacy materials through burial in a roughly twelve foot deep unlined trench, now known as the TA-III Classified Waste Landfill, in Sandia’s Tech Area III in Albuquerque, New Mexico. Located within a five-acre Limited Area, these burials included classified (up through SRD) weapon components, hardware, and data according to relatively extensive inventory records compiled at the time. Under a pending proposal to the State of New Mexico, New Mexico Environment Department (NMED), Sandia intends to completely excavate and empty the trench, destructively eliminate (demilitarize) the classified characteristics of all retrieved materials in accordance with the Atomic Energy Act and other regulations, process and dispose of all resulting wastes in accordance with current environmental regulations, and finally reseed and restore the site itself. Sandia proposed (Reference 1) five years, beginning in 2011, to complete the project; however, a much earlier start, including a possible start as early as Fiscal Year 2009, and much faster completion, as soon as Fiscal Year 2012 if feasible, would be highly desirable. A range of alternative project execution options were studied to accomplish this work scope and schedule. A recommended path forward is under consideration (Figure 1) which involves performing the excavation, sorting, and repacking the disinterred materials into handling containers locally under tent-like enclosures to provide visual protection of classified materials and prevent windblown loss. These sorted and repacked materials would then be moved into an immediately adjacent, roughly four-acre, Limited Area to the south of the existing landfill site for staging and demilitarization. The demilitarization facility is envisioned as a new, roughly 15,000 gross square foot metal warehouse-style building with a roughly 16 foot minimum internal height. This structure would need to be tailored to the space, security, and safety basis requirements of hosting demilitarization and waste processing/shipping operations. It is envisioned that one side of the building would be reserved for staging and storage of materials awaiting demilitarization or shipment, while the other side would be equipped with a series of internal containment enclosures housing the actual demilitarization workstations. To accommodate the staging and handling of classified materials, this structure would need to be built, equipped, and operated to Vault-Type Room (VTR) standards. To maximize the use of floor space and eliminate the need for maintenance personnel in the VTR, the demilitarization workstation enclosures would be ducted and exhausted to external Local Exhaust and Ventilation (LEV) systems, including high efficiency dust collector filtration systems, DOE-qualified HEPA filtration systems, exhaust fans, and exhaust stacks. To maximize the safety of all operations, the same approach would be applied to all building HVAC systems and to charging stations for electric forklifts and other equipment. To support shipping functions, the facility will need be equipped with overhead vehicle doors and sealed concrete floors designed to support heavy equipment. Finally, the facility would need to be equipped with office space, restrooms, break area, locker room and showers, and safety showers. Site improvements to support this demilitarization approach would necessarily include the Limited Area boundary and security infrastructure, as well as a small gravel parking area for the workforce. In addition, the need to reliably meet potential NMED-imposed schedule requirements will likely drive the need for up to forty shipping containers, equipped to serve as VTR storage, to accommodate the surge resulting from the initial excavation and sorting process. These storage units would be added only as required to accommodate the surge and would be emptied and eliminated as quickly as the demilitarization pace would allow. Sandia desires to assess the level of interest, if any, from potentially qualified commercial teams in accomplishing the Remediation of Sandia’s TA-III Classified Waste Landfill. The Probable Scope of Work to be addressed is defined below, along with a draft set of Mandatory Qualifications that would be used to define potentially qualified teams, if any. Sandia seeks expressions of potential interest from potentially qualified teams who would potentially be interested in pursuing the full Probable Scope of Work as defined. Other project approaches suggested by potential qualified vendors which satisfy the site remediation and material demilitarization goals will be considered. Probable Scope of Work: With regard to facilities construction, provide all materials, workforce, capabilities, construction financing, and other resources required to execute completion of all necessary site improvements, facilities, and infrastructure as described above, including the procurement and outfitting of any temporary shipping container VTR staging facilities required to meet any operational surge from the excavation and sorting processes. With regard to excavation and sorting requirements, provide all required excavation and sorting equipment, supplies, expertise, and workforce including Q-cleared personnel, to accomplish these tasks in a manner that fully meets all potential environmental, safety, security requirements. With regard to demilitarization and waste disposition requirements, provide all required demilitarization equipment, supplies, and expertise, including Q-cleared workforce, to accomplish these tasks in a manner that fully meets all potential environmental, safety, security requirements. Potentially qualified teams should have relevant experience, through either employees or subcontractors who would be assigned to the project, in: 1. The planning, design, engineering, construction financing, and completion of site improvements, facilities, and infrastructure of similar complexity and scale to those described above. 2. Site or facilities remediation and restoration efforts, including excavation followed by restoration of surface contours and native plantscapes, of similar complexity and scale to those described above. 3. The handling, demilitarization, and disposition of classified materials, including weapon components, hardware, and data, as well as the resulting wastes in efforts of similar complexity and scale to those described above. 4. Dealing with the potential for hazardous materials, Special Nuclear Materials, explosives, or liquids and with the potential for hazardous, mixed, and low-level radioactive waste products. Potentially qualified teams should have the capability to obtain all necessary financing and resources and initiate work in FY09.
