Description
The Fugitive Operations Support Center (FOSC) for Immigration Customs Enforcement’s (ICE) Office of Detention and Removal Operations (DRO) a requirement for an offeror that can provide, aggregate, and manage real time and historical criminal data. To include instant access to biographical information and criminal history records on current and former offenders held in county jails and prisons and state and county probation and parole information to help identify removable criminal and fugitive aliens from the United States. The requirement is the capability to provide approximately 500-700 annual subscriptions for ICE officers to perform manual queries by name, date of birth, and other personal identifiers. The source must be able to perform searches for criminal information by electronic batching for up to 800,000 names provided by the FOSC and approximately 300,000 to 400,000 names during each subsequent option period. The resultant data is to be exported into a standardized Excel format. The anticipated award will provide a fixed price schedule for batch runs and for subscriptions. Interested offerors shall be able to demonstrate the ability to work with the FOSC to develop a scalable ranking/matching formula for reporting results. Compliance with all DHS information technology security requirements. Potential offerors must provide capability statements to include information about their criminal database search capabilities and past performance with other law enforcement agencies in the same or similar work in size, requirements and scope. The NAICS code for this procurement is 519190. The size standard is $7 M in average annual receipts for the preceding three years. The proposed contract’s period of performance is anticipated to be a base period, plus four option periods. This is not a solicitation but a request for interested sources. All firms should indicate their business status: small/large, etc. Capability statements to include past performance shall be in Microsoft Word, not less than 10 point, and shall not exceed 50 pages. Capability statements shall be submitted electronically to Jeremy Jenkins via email. Questions shall be submitted in writing only, to Jeremy Jenkins at Jeremy.jenkins@dhs.gov. Neither oral questions nor oral responses to questions will be provided. All questions shall be submitted not later than 4:00 pm, EST, Monday, 20 April 2009. Capability statements shall be submitted not later than 8:00 am, EST, Monday, 27 April 2009.
