Description
This notice constitutes the intent of the Acquisition Operations, Defense Distribution Center, to negotiate on a sole source basis a modification to an existing contract with PWC. The contract modification will add the requirement to perform three round trips per week, dedicated truck service between Defense Distribution Depot Kuwait, Southwest Asia (DDKS), located in Mina Abdulla, Kuwait and DDKS Detachment, Bahrain, located at BANZ #6, Naval Support Activity, Juffair, Bahrain and includes services for transporting military general cargo and retail merchandise in a closed van or closed type truck. Flatbed configuration utilizing a sealed 40’ government-owned ocean container is acceptable. Equipment to be provided in conjunction with this trucking service shall consist of sealed closed van trucks, tractors, and semi-trailer or truck and trailer combination with a satellite anti-theft tracking system in the tractor cab of the truck. Loading will be the responsibility of the US agent. The contractor shall be a licensed customs broker capable of processing of any required customs documentation to allow for rapid, unimpeded transport to and from origin, including (but not limited to), in-transit borders, and termination stations. Delivery schedule follows: Kuwait to Bahrain: not later than 48 hours from scheduled departure Bahrain to Kuwait: not later than 48 hours from scheduled departure. The contractor shall maintain a serialized "trip ticket" which includes as a minimum the following information: Date, loading point, unloading point, and size of truck. The trip tickets shall be maintained with the Contractor’s file manifest. Records not in compliance with these instructions are not considered to be proper and may be used as a basis to reject payment. In performing services, the Contractor shall conform to all host nation and USG safety rules and regulations applicable to the facilities at which or for the services are provided. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
