- RECOVERY - Badger and Lawton, Cherokee Co, KS, OU #06 AMERICAN RECOVERY AND REINVESTMENT ACT: These efforts are subject to additional mandatory FAR clauses, upon promulgation of future Federal Acquisition Circulars (FACs) implementing the American Recovery and Reinvestment Act (ARRA). Upon promulgation of these clauses, they will be incorporated into the contract and made applicable to ARRA funded activites. Pre-solicitation Notice - NAICS code 562910 for procurement of environmental remediation services to task a remedial action for clean-up of the surficial mine wastes at the Badger and Lawton subsites of operable unit #06 (OU-6) of the Cherokee County Superfund site, in Cherokee County, Kansas. The work to be performed consists of excavation, transportation, consolidation, disposal, capping, and revegetation of nonresidential mining wastes and associated soils contaminated with heavy metals, using erosion controls and re-grading at the Badger and Lawton subsites that are a portion of OU-6 (Badger, Lawton, Waco, and Crestline subsites) of the Cherokee County Superfund site. Additional work consists of filling mine shafts and abandon wells, and pre/post construction photography and video of the site conditions inclusive of haul roads. Approximately 700,000 cubic yards of surficial mining wastes, located on 119 acres with 15 mine shafts, will be addressed under this contract. The remediation of these wastes was specified in a 2004 Superfund Record of Decision. The procurement for this contract will be a Service Disabled Veteran Owned Small Business (SDVOSB) set aside with incentives for work preformed, use of alternative fuels such as bio-diesel, diesel idle reduction practices, and utilization of local business and labor. The contractor shall be required to comply with all applicable federal, state and local laws and regulations. Remediation will be conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA), and National Contingency Plan (NCP) requirements. The EPA anticipates issuing a firm fixed price contract consisting of a Base year and 2 Option Years which will contain incentives for performance of these services. Estimated dollar value for this procurement if all Option Years are exercised is in a range of between $5,000,000 to $10,000,000. The IFB is anticipated to be issued on or about March 24, 2009.
