Description
NASA/JSC has a requirement for PROCUREMENT OF CREW TRANSPORTATION AND RESCUESERVICES FROM ROSCOSMOSNASA/JSC has a requirement for crew transportation services including launch, return, andrescue of US or US-designated astronauts and associated services which include thefollowing:Training and training materials for appropriate Soyuz seat certification,individual equipment, medical checks, suppliesLaunch operations, ascent control, and all Baikonur launch site services Transportation for fixed number of crew support personnel to launch site,including lodging and mealsFlight control operations, rendezvous and docking servicesOn-orbit Soyuz consumables, life support systems, and habitability servicesSearch and rescue services, recovery at landing site, medical operations,transportation to Star CityOn-orbit rescue services for duration of increment Rehabilitation post-flight, medical exams and servicesAssociated crew cargo upmass commensurate with seat(s) purchasedAssociated crew cargo returned commensurate with seat(s) purchasedAssociated crew trash disposed of commensurate with seat(s) purchasedNASA/JSC intends to contract with Roscosmos for these services on a sole source basis fora minimum of 18 Soyuz seats up to a maximum of 24 seats beginning in the Spring of 2012.The maximum number of 24 seats may be procured using multiple modifications in incrementsof 3 seats, to complete the entire effort. These services are being procured throughRoscosmos because the Soyuz is the only proven crew transportation and rescue vehicle(other than the Space Shuttle which is scheduled for retirement in September 2010)currently compatible and able to dock to the International Space Station and capable ofproviding the needed services.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 1, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
