Description
The EPA Region is issuing this Sources Sought Notice for One (1) Micro-fluorospectrophotometer which can analyze samples using fluorescent technology and produce results equivalent to results produced by a NANODROP 3300. This is a Sources Sought Notice only; it is not a Solicitation Announcement. The purpose of this Sources Sought Notice is to gain knowledge of potential qualified sources and their size classification relative to NAICS Code 334516 (Size Standard of 500 employees). If at least two qualified small businesses are identified during this market research, then any competitive procurement that resulted would be conducted as a Small Business Set-Aside. MICRO-FLUOROSPECTROPHOTOMETER Functional Requirements: DNA and protein quantification measuring w/ 3 LEDs: w/ wave-length ranges: o White broad spectra form approximately 450 - 700 nm o UV max peak @ 365 nm; w/ filter that eliminates excitation above 400 nm o Blue max peak @ 470 nm; w/ filter eliminates excitation above 495 nm o Wavelength Accuracy : 1 nm o Wavelength Resolution: 8 nm o Fluorescence Precision:< 5% Coef. Var. between replicate sample o Rapid Cycle Time: 5 to 10 second Operational Requirements: o Must utilize no more than 1-2 uL (micro liter) sample volume. Sample conservation is necessary because samples are derived from biological samples that are rare, require extreme effort to acquire and/or are very small in size. Software Requirements: o Must allow user configuration of methods for measurements with new fluorescent dyes. o Must allow user editing of existing methods. o Must allow Virtual Filtering (Mapping a reference spectrum as a wavelength intensity of the White LED peak, measuring a sample, and then mathematically determining the true sample signal from the total signal.) o Must support LED excitation selection guidance. o Plot multiple spectra in real-time. o Review data and overlay plots for multiple samples archived files for comparison. o Printing of data output and plots. Physical Requirements: o Dimensions: 1 sq. Ft. o Weight: < 5 Kg o Operating Voltage: power supplied by USB cable connection from PC. o Data: connection with PC by USB cable. Applicable Standards: o Molecular genetics research requires high sensitivity instrumentation. This type of analyses is performed in collaboration with the USEPA/ORD/Ecological Exposure Research Division (EERD), Cincinnati, OH. New samples to be analyzed at EPA Region 1 Laboratory, N. Chelmsford, MA. must be compatible with previously analyzed samples using fluorescent technology equivalent to EPA EERD Nanodrop 3300. Using instruments and methodologies with identical performance results will prevent data degradation, permit continuity and compatibility of data with all sample data sets analyzed. Sample data sets will be combined with ORD molecular genetics research program. Interface Requirements: o Operated by IBM Compatible PC Running Microsoft Windows XP (32 bit only) or windows NT. o 233 MHz or higher processor. o CD ROM drive o 32 MB or more RAM o 40 MB of free hard drive disk space o Open USB port (the instrument can only be connected via the USB port) Reporting and Documentation Requirements: o Output data generated in Excel Format Archiving data and associated Blanks. Delivery Acceptance Schedule: Within 45 days after receipt of equipment. Service and Support Requirements: The system shall include a Full One-Year Warranty. An optional Service and Maintenance Agreement covering Labor, Parts, Travel and/or Transportation for Four (4) Years is anticipated on the solicitation which is scheduled to be issued on approximately, May 7, 2009. The Solicitation which will be issued on the responses received from the Sources Sought Notification will require the following Federal Acquisition Regulation (FAR) Clauses as applicable in FAC-2005-32. 52.212-1: Instruction to Offerors 52.212-3: Offer Representations & Certifications - Commercial Items 52.212-4: Contract Terms & Conditions: Commercial Items 52.212-5: Contract Terms & Conditions required to implement Statutes or Executive Orders - Commercial Items The following FAR Clauses will be incorporated as part of FAR Clause 52.212-5 52.219- 28; Post-Award Small Business Program Representation 52.222-3: Convict Labor 52.222-19: Child Labor 52.222-21: Prohibition of Segregated Facilities 52.222-26: Equal Opportunity 52.222-36: Affirmative Action for Workers with Disabilities 52.222-50: Combating Trafficking in Persons 52.225-13: Restriction on certain Foreign Purchases 52.232-33: Payment by Electronic Funds Transfer - Central Contractor Registration Interested parties should submit a capability statement and product information that clearly demonstrated their capabilities to provide the equipment described above. Standard company brochures will not be considered sufficient response to this Sources Sought Synopsis. The applicable NAICS code is 334516. In the capabilities statements, contractors must provide their size status for the above referenced NAICS code, (i.e. large, small, and whether or not they are a certified HubZone, 8(a), Woman-Owned, Small Disadvantaged and/or Service Disabled Veteran-Owned business. Responses for the above should be submitted to the primary point of contact by 4:30 pm EDT on or before Friday May 1, 2009.
