- DRAWING, HATCH DRAWING, WINDOW (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-09-Q-41160 applies, and is issued as Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32 (iv) This procurement is set aside for small business. The North American Industry Classification System (NAICS) code is 327215 and the business size standard is 500 employees. U.S. Coast Guard Engineering Logistics Center intends to award a Firm Fixed Price Contract. (v) ITEM 0001 (9 EA) – WINDOW, WEATHERTIGHT, VERTICAL SLIDING, COUNTER BALANCED (NSN: 2040-01-LG9-1710). THE FRAME SHALL BE EITHER OF CAST OR EXTRUDED ALUMINUM AND CONFIGURED FOR MOUNTING ON THE INTERIOR OF A FLAT SURFACE. THE FRAME SHALL NOT BE DRILLED. THE WINDOW SHALL HAVE AN ARCHED TOP AND BOTTOM AND STRAIGHT SIDES. THE WINDOW CUT SHALL BE 25-3/4" WIDE X 30-3/4" HIGH WITH 60-5/16" RADIUS ARCHES TOP AND BOTTOM AND HAVE 1-5/16" RADIUS CORNERS. THE FRAME SHALL ALSO BE CONFIGURED WITH A SPIGOT WHICH WILL PROTRUDE THROUGH THE BHD. THE GLASS SHALL BE 3/8"- 1/2" THICK TEMPERED GLASS. THE CLEAR OPENING OF THE GLASS SHALL BE APPROXIMATELY 25" WIDE X 30". THE GLASS SHALL RIDE UP AND DOWN IN FELT LINED RUBBER STRIPS ON EACH SIDE AND ALSO HAVE STRIPS AT THE TOP AND BOTTOM TO KEEP WEATHER OUT. THE SLIDING GLASS PANEL SHALL HAVE A STAINLESS STEEL OR ALUMINUM HANDLE PULL ATTACHED TO THE TOP OF THE GLASS FOR RAISING AND LOWERING PURPOSES. THE BOTTOM OF THE GLASS PANEL SHALL BE FITTED INTO A FORMED STAINLESS STEEL OR EXTRUDED ALUMINUM SHAPE TO WHICH SPRING LOADED STAINLESS STEEL TAPES WILL BE ATTACHED TO COUNTERBALANCE THE WEIGHT OF THE GLASS PANEL. THE LOWER HALF OF THE WINDOW UNIT SHALL BE FITTED WITH A STAINLESS STEEL EXCLOSURE BOX TO HOUSE THE EXTENDED SIDE TRACKS AND TO ALSO CATCH WATER WHICH MAY BY-PASS THE FELT COATED RUBBER. THE BOX SHALL HAVE A 3/4" IPS DRAIN FITTING WELDED INTO THE BOTTOM OF THE BOX TO SERVE AS A DRAIN. THE INBOARD FACE OF THE BOX SHALL BE REMOVABLE TO ALLOW SERVICE TO THE COUNTERBALANCING UNIT. THE VERTICAL SLIDING WINDOW SHALL BE EQUAL TO "BAE MARINE" (KEARFOTT) TYPE K-222C DRAWING (SEE ATTACHED) KS-5260, EXCEPT AS OTHERWISE SPECIFIED HEREIN. EACH WINDOW SHALL BE INDIVIDUALLY PACKAGED IN ITS OWN WOODEN CRATE OR WOODEN BOX; WITH NAILED OR LOCK-CORNERS. PERSERVATION AND PACKAGING OF WINDOW GLASS, ASSEMBLED UNITS, AND CONTROLS SHALL AFFORD PROTECTION AGAINST CORROSION. ITEM 0002 (1 EA) – HATCH (NSN: 2040-01-LG9-4714), 54" X 31" CLEAR OPENING, RIGHT HAND, 12 DOG ARRANGEMENT, TEST PRESSURE 15 PSI, WITH 18" DIAMETER SCUTTLE, HATCH COAMING 4" HIGH, COAMING TO BE STAINLESS STEEL 300 SERIES. HATCH COVER AND SCUTLLE TO BE HOT DIPPED GALVANIZED AFTER FABRICATION IAW ATTACHED DRAWING. PACKAGING AND MARKING OF DOORS, HATCHES, AND SCUTTLES, MARINE TYPE FOR SHIPMENT. A. SHALL BE INDIVIDUALLY PACKAGED. B. SHALL HAVE A FIRST WRAP OF FIBERBOARD OR PLASTIC TO ENSURE CLEANLINESS. C. SHALL HAVE AN OUTER SHIPPING CRATE OF WOOD CONSTRUCTION WITH A PALLET TYPE BASE FOR EASE OF HANDLING, AND BE SECURED IN SHIPPING CRATE WITH SUFFICIENT BLOCKING AND BRACING TO PREVENT SHIFTING DURING SHIPMENT. ITEM 0003 (1EA) – HATCH (NSN: 2040-01-LG4-3661), 42" X 46" CLEAR OPENING, RAISED, WATERTIGHT, 10 DOG, TEST PRESSURE 15 P.S.I. W/ 18" DIA SCUTTLE, HATCH COAMING 13" HIGH, COAMING TO BE STAINLESS STEEL 300 SERIES, HATCH COVER AND SCUTTLE TO BE GALVANIZED BY THE HOT DIP METHOD AFTER FABRICATION TO BE ATTACHED DRAWING. PACKAGING AND MARKING OF DOORS, HATCHES, AND SCUTTLES, MARINE TYPE FOR SHIPMENT. A. SHALL BE INDIVIDUALLY PACKAGED. B. SHALL HAVE A FIRST WRAP OF FIBERBOARD OR PLASTIC TO ENSURE CLEANLINESS. C. (vi) CONTRACTOR SHALL CONFORM TO THE FOLLOWING MARKING AND PRESERVATION INSTRUCTIONS. a. MARKING: IN CLEAR PRINTED LETTERING FOR EACH ITEM AS DEFINED BY IT'S UNIT PACKAGE QUANTITY. MATERIAL SHALL BE INDIVIDUALLY MARKED OR LABELED WITH THE FOLLOWING: NOMENCLATURE, COAST GUARD 13 DIGIT STOCK NO: CONSIST OF XXXX-XX-XXX-XXXX, PART/DRAWING NO., CAGE CODE (IF KNOWN) AND CONTRACT NO: HSCG40-09-P-50434. b. PRESERVATION – EACH PIECE OR ASSEMBLIES THAT MAKE UP ONE EACH OF ANY CONTRACT LINE ITEM (CLIN) SHALL BE PRESERVED IN ACCORDANCE WITH ASTM-D-3951. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. Parties responding to this solicitation who believe they can supply an exact match to the items outlined in 0001, may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company’s complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer.
