RFQ RFQ LIMITED SOURCE JUSTIFICATION Millennium Challenge Corporation Contracts & Grants Management As required by FAR 8.405-6 the following limited source justification and approval is set forth below. The MCC/A&F/Staff, using requisition numbers 20090212, 20090234 and 20090274 for acquiring the following Adobe products and services: Requisition number 20090212: Adobe Connect internet-based collaboration tool to facilitate meetings with MCC's overseas offices and country partners with an estimated base year price of $97,000. Additional maintenance & support and hosting services will be required. Requisition number 20090234: Upgrade 520 Adobe Acrobat Professional licenses to version 9 to maintain compatibility. The estimated cost is approximately $50,000for the first year. Requisition number 20090274: Upgrade the Adobe Creative Suite software licenses. The estimated cost for the base year is $6,500. Total estimated cost is approximately $153,500. The requisitions listed above provide funding for the first year. FAR 8.405-6 (d)(2) requires the justifications and approvals set forth below. • This acquisition is conducted under the authority of the Multiple Award Schedule program. • As required by FAR 8.405-6 (a)(2), Adobe, a brand name item is essential to the Government's requirements as market research has indicated that there is no other product that can be modified to meet MCC's needs. • As stated in FAR 8.405 (d) prices offered on General Services Administration Federal Supply Schedule contracts are considered to be fair and reasonable. • As required by FAR 8.405-2 (c)(3) the RFQ was provided to four vendors. • As required by FAR 8.405-2 (d) all responses will be evaluated and the order will be placed with the vendor offering the best value. • I hereby certify that the information set forth above is accurate and complete to the best of my knowledge and belief.
