- NAICS Code: 541690 NAICS Code: 541690 and the Small Business Size Standard of $7M. The United States Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order with the R.J. Lee Group, Inc. of Monroeville, Pennsylvania for Computer-Controlled SEM (CCSEM)Analysis of UNC passive aerosol samples. The U.S. EPA believes that the R.J. Lee Group, Inc. is the only commercial provider of CCSEM services to have conducted hundreds of prior CCSEM analyses of UNC passive aerosol sampleas and has the license to manufacture and sell the UNC passive aerosol sampler. A requirement for this purchase order is that the contractor must provide particle chemistry data, particle size and shape data, and particle images in formats compatible with the Zeppelin off-line particle analysis software used in the U.S. EPA's Electron Microscopy Laboratory. R.J. Lee Group, Inc. is the only known company able to provide CCSEM data in these required formats. The period of performance is expected to be August 1, 2009 through December 31, 2009, with the potential for a 1 year option period. All interested parties who believe they can provide the required analysis should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The intent of this synopsis is to determine if any response(s) exist, a Request for Quotations (RFQ) is not available. Consequently, any response(s) failing to provide the aforementioned data, but instead choosing to submit a routine letter requesting a copy of the RFQ will not be honored. If no affirmative responses are received within 15 days of this notice to determine whether an alternative qualified source is more adventageous to the Government, a purchase order will be issued to R.J.
