Description

The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order to North Star Scientific Corporation (NSS), Kapolei, HI, 96707, to procure 7 units for the radar transmitter Weapon Replaceable Assembly (WRA)-17. This is the Radio Frequency (RF) Power Meter for the APS-145 upgrade for the French E-2C aircraft. This action will be negotiated on a sole source basis under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirement), as NAVAIR believes that only NSS possesses the knowledge, experience, and patent pending technical data and design drawings necessary for a Heatx RF module type design required for the radar transmitter WRA upgrades that will provide a 500% increase in “Meantime Between failure” and a 50% reduction in life cycle costs, wile maintaining the French E-2C radar band-width and power requirements, and as such is the only firm with the requisite knowledge and technical data and expertise necessary for this effort.
