Description
Justification and Approval for Extension of North Warning System Air Transportation Contracts US Transportation Command, Directorate of Acquisition, has extended the North Warning System Air Transportation contracts. The seven contracts consist of both Rotary-Wing and Fixed-Wing air tranportation services and provide support to 47 radar sites across the Canadian arctic. Contract numbers and modification numbers are as follows: FA4428-04-D-0004 P00005, FA4428-04-D-0005 P00012, FA4428-04-D-0006 P0007, FA4428-04-D-0007 P00008, FA4428-04-D-0008 P00009, FA4428-05-D-0029 PP00006, and FA4428-06-D-0017 P00004. The contracts are awarded to the Canadian Commercial Corporation in accordance with DFARS 225.870-4(a). Services are performed 100% by subcontractors, Canadian Helicopters Limited, Air Labrador, Kenn Borek Air LTD, and Bradley Air Service. The resultant 6-month contract extensions are firm fixed-priced with a period of performance from 1 April 2009 to 30 September 2009. The North American Industry Classification System (NAICS) Codes are 481211 and 481212. Small business size standards to not apply since all flights originate and terminate within Canada. This requirement is sole source pursuant to the authority 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
