- This is a Sources Sought (SS) Notice Only. This is not a request for proposal. There is no solicitation available at this time. The Government will not pay for any information received in response to this SS, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This SS does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise of future business with the Government. The purpose of this SS is to conduct Market Research to determine an acquisition strategy for establishment of a primary care clinic in the South Bend Indiana area. The Department of Veterans Affairs, Northern Indian Health Care System (NIHCS), Fort Wayne, IN is conducting market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Hubzone Small Businesses, or 8(a) firms capable of performing the requirements to warrant a solicitation set-aside. The proposed solicitation is for a Community based Outpatient Clinic (CBOC) in the South Bend, Indiana, area. Contractor shall provide primary and preventive medical care services for an estimated 9,000 eligible veterans enrolled with VA NIHCS. The contractor shall furnish healthcare providers, medical facilities, equipment, supplies and administrative functions to fulfill the level of care and range of services necessary to meet the primary medical and mental health needs of enrolled patients. The contractor shall be responsible for the administration and management of all aspects of this contract and the health plan covered, including responsibility for all employees, agents, subcontractors, and any other entity acting for or on behalf of the contractor. Healthcare services to be provided include the following CPT codes 70010-79999, 86580, 88141/88150, 90476-97049, 90782, 93000-93278, 94010-94772, 99024, 99201-99215, 99241-99245, 99354-99355, 99358-99359, 99361-99373, 99381-99397, 20610, 12000 - 12002, 12004-12007, 12011, 12013-12018, 12020-12021, 12031-012032, 12034-12037, 12041-12042, 12044-12047, 12051-12057, 13100-13102, 13120-13122, 13131-13133, 13150-13153, 13160, 90772. Estimated solicitation issue date is on or around May 2009 with an estimated award date of September 1, 2009. The intended contract base period is anticipated to be 1 base year with four 1-year options, depending on Market Research. Physicians and technicians operating under the resulting contract must meet all evaluation criteria and other professional certifications required to operate in such a clinic. Clinic profiles will be determined by the VA Medical Director as workload demands but are estimated at 9,000 patients per year.
