Description
The contractor shall provide Casualty Search and Extraction Training to enhance the capabilities of the Illinois National Guard to respond as part of a coordinated and seamless state and federal terrorism and/or disaster response force. Included in Casualty Search and Extraction Training will be conducting Search and Extraction Training in preparation for deployment, response to a terror attack or natural disaster. Soldiers completing this training will provide a Search and Rescue capability to support first responders. The contractor will provide the personnel, materials, and equipment necessary to perform these services. The ILNG CERFP identified the requirement for a training program to train the Search and Extraction personnel of the ILNG. Each six day class will consist of classroom instruction and hands on work. The United States (U.S.), as a nation, must prepare for the possibility of terrorism using Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) related to the use of Weapons of Mass Destruction (WMD). The threat presented by the potential employment of WMD by a terrorist organization against our cities and citizens constitutes the most prevalent threat to the national security of the U.S. In order to be effective in WMD response, the National Guard Bureau is task organizing, training, and equipping existing National Guard units in order to conduct consequence management operations in the areas of extraction, mass casualty decontamination, medical triage, and initial medical treatment to victims of a CBRNE incident.
