- Service Wage Rates for North Dakota North Dakota County Map Market Analysis Specifications - Wetland Reserve Program (WRP) and Emergency Watershed Protection Program (EWP) Market Analysis Specifications - Grassland Reserve Program (GRP) SF-1449 Solicitation Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation; proposals are being requested. The NAICS code is 531210. USDA, Natural Resources Conservation Service in North Dakota is seeking an independent real estate professional(s), such as an agent, broker or appraiser, licensed and registered in the State of North Dakota, to complete a comparable market analysis of various land sales in the State of North Dakota. The independent real estate professional(s) shall be experienced and have knowledge of the dynamics of North Dakota lands. The market analysis will be based on a composite of comparable sales within each county of the state of North Dakota. Separate market analysis will be done for various easement programs. Award will be made to the offer or combination of offers to the best value to the Government based on the evaluation criteria. The anticipated award date is on or before June 1, 2009. The contract period may consist of a base year and four option years. The Government reserves the right to award only one or a combination of bid items. A fixed price contract is anticipated. The comparable market analysis for the state must be completed no later than 45 calendar days (includes 15 days for the Government review and acceptance process) after contract award per easement program. Incentives will be provided for early delivery and acceptance by NRCS; penalties will apply for late delivery. Incentives and penalties are described in the solicitation package.
