- The purpose of this notice is to announce that the Defense Threat Reduction Agency (DTRA) intends to award a Sole Source contract to Crucible Inc. for the lease/use of a Firing Range in support the DTRAs' Weapons Qualification and Sustainment Program under the statutory authority cited in FAR Part 6.302-1. Crucible Inc. is the only known source with the facilities capable of meeting the DTRA's stringent logistical requirements as well accommodating the wide range of firearms required. Specifically, Crucible Inc. is the only source capable of handling / accommodating the following; the use of M-4 Carbines, both in semi and automatic configuration; MP5 Sub machine guns; M-9 pistol, Shotguns, and other assorted 9mm and 5.56mm weapons; enabling the conduct of limited Close Quarter Battle (CBQ) & Improvised Explosive Device (IED) training using ammunitions and live fire IAW CSC Technical Support Groups(CSTC) tactics, training and procedures (TTP’s); capability to practice fire and perform maneuver exercises toward a target during day time and night time firing; allowing shooters night firing out to 300 meters for zeroing and training with night optics; allowing the use of DTRA-CSC qualified personnel with Special Operations Forces (SOF) experience, National Rifle Association (NRA), and Federal Law Enforcement Training Center (FLETC) certification to perform as instructors using a ratio of 6 students to 1 instructor for static flat range work utilizing a 25m flat range with 10-12 firing positions adjacent to one another; allowing both Prone and Standing shooting positions for M-9 Pistols and M-4 rifles 25 to 300 meters; allowing movement in depth and laterally on flat ranges with a four(4) student to one (1) instructor ratio; enabling the use of steel reactive targets on 25m flat range; possessing a Known Distance (KD) range out to 300 meters for KD rifle firing and flat stationary ranges for weapons qualification out to 25 meters; enabling the scheduling quarterly range dates up to one year in advance; capability of accommodating up to 24 students for training each day; accommodating range scheduling changes within 48 hours notice; No restrictions on the number of personnel required to be on site for operation of the range; and providing a Live Fire Range within reasonable commuting distance of the DTRA-DTRC, Fort Belvoir, VA to ensure personnel are capable of meeting their training/qualification requirements during normal duties hours without impact to regular scheduled duties/assignments. The anticipated award date of this contract is June 8, 2009 with a one year period of performance and four option years. While Crucible Inc. is the only known source capable of meeting this requirement and the sole responder to the DTRA Source Sought Notice OP-090004824, all responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
