Description
RFI A major challenge today is to provide the Services with the next generation of energetic materials and concepts (explosives, propellants, and reactive materials) to enable substantially higher performance ordnance with acceptable insensitivity characteristics. The Office of Naval Research’s (ONR) Energetic Materials Program goal is to develop technologies which, when inserted into ordnance/propulsion systems, will increase system performance by 2-10 times while meeting insensitivity compliance objectives. Over the past five years, investments in new polymer systems, mono-propellants, metal fuels (hydrides), ionic salts (both liquids and solids) as well as a wealth of high nitrogen and heterocyclic energetic materials have been studied and evaluated. While successfully meeting many of the Navy’s ordnance objectives, a new program is proposed to conceive, synthesize, characterize and scale new oxidizer ingredients which are superior to ammonium perchlorate (AP). It is desired that all new ingredients will approach or surpass the oxygen content of AP. It is also hypothesized that the synthesis pathways developed for these new oxidizers will yield numerous mono-propellant compounds that can be evaluated as potential HMX (Octahydro-1,3,5,7-tetranitro-1,3,5,7-tetrazocine)or RDX (Hexhydro-1,3,5-trinitro-1,3,5-triazine) replacements. This is not a solicitation for proposals. Ideas and sources only are being sought. No awards will be made as a result of this Request for Information. ONR will not be responsible for any cost incurred in furnishing this information. If sufficient feedback is received and a program is created, a separate Broad Agency Announcement (BAA) will be utilized for the collection of proposals.
