- Description
- The U. S. Army RDECOM Contracting Center, Natick Contracting Division, Natick, MA on behalf of the Office of Assistant Secretary of Defense for Health Affairs has a requirement for biomedical translational efforts. This is an opportunity for the Government to provide contracted funds towards ongoing Independent Research and Development (IRAD) efforts by an offeror via a Contract Research and Development (CRAD). The program objective of the Biomedical Translational Initiative is to fund the demonstration and validation of innovative technologies to improve the clinical outcome of wounded warriors. The program seeks technologies to restore the wounded warrior to active duty, restore the wounded warriors form or function, or assist the wounded warrior in reclaiming their independence in daily living tasks. In general, this program facilitates the process which leads from evidence-based medicine research to sustainable solutions for public health problems. The number of awards will be consistent with the agencys RDT&E budget and the number of anticipated contracts. All winning proposals will be funded under negotiated contracts. The firm fixed price or cost plus fixed fee type contract will be used depending on the cost accounting practices of the offeror and the risk assessed by the Government. It is anticipated that contracts will be for a base period (Phase I) and an option period (Phase II). The estimated potential total values of all contracts combined is $20M. An option period may be exercised at the discretion of the Government before expiration of the previous period. The estimated start date is July 2009. This procurement will be under full and open competition. Technologies to address the following areas are of interest under this acquisition: Inflammation, infection and healing; blood substitutes; compartment syndrome; massive tissue loss; burns; and the interplay between traumatic brain injury (TBI) and post traumatic stress disorder (PTSD). The purpose of the program is to fund the demonstration and validation of innovative technologies (integrated systems based on any combination of hardware, software, pharmaceuticals, biologics, and surgical methods) to improve the clinical outcome of wounded warriors. Technologies appropriate for demonstration and validation are sufficiently mature such that all required laboratory, pre-clinical and other proof-of-concept work have been completed and a functioning prototype has been developed prior to submission of a proposal. The government anticipates the Request For Proposal (RFP) will be released on or about May 15, 2009.
