- This is a Sources Sought Notice and is for information purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. NO SOLICITATION IS CURRENTLY AVAILABLE. A Market Survey is being conducted to determine if there are adequate Small Businesses, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed contract: Construction of the C-17 Aircrew Life Support (ACLS) Facility, Dover Air Force Base, Dover, DE. The work consists of construction of a new 21,440 SF facility serving the C-17 Aircrew Life Support function at Dover Air Force Base, Dover, Delaware. The building will house maintenance storage and mobility shop functions requiring a large contiguous open area. These areas are combined into a double-height portion of the building designated as Warehouse that will allow for a future mezzanine to be installed later by others. The administrative area is located in the lower 1-story height portion of the building that wraps around the warehouse portion. A Training Corridor and a smaller Lobby area are included in order to accommodate training exercises that required more space than available in the Training Room. The Training Corridor is a double-height space with exposed roof structure and mechanical ducts that will afford the storage of tents and rafts suspended in the upper space when not in use. Site work includes utilities, parking lot, sidewalk, and curbs. The following Options are included: Option (1) Additional Parking Area; Option (2) Additional 240 linear feet of Sidewalk; Option (3) Front Entrance Canopy; Option (4) Demo of Concrete Ramp and Hydraulic Leveler; Option (5) Demo Buildings 707 & 708 including asbestos, lead, and PCB-containing materials; Option (6) Plantings. Award of a firm fixed price contract is anticipated in July 2009. Contract duration is approximately 365 calendar days for Base + Options 2 through 6 and an additional 60 calendar days for Option 1. Estimated cost range is between $5,000,000.00 and $10,000,000.00. Performance and Payment bonds will be required for 100% of contract award. NAICS for this project is 236220 and the size standard is $33.5 million. Responses to this sources sought announcement will be used by the government to make appropriate acquisition decisions. All interested Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should submit a narrative demonstrating their experience in similar type contracts. Capability statements should include size/classification of your firm, bonding capacity (single project and aggregate), details of similar projects, completion dates, references and contract amount.
