Description
THIS IS A REQUEST FOR INFORMATION ONLY. This Announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposal and will be used to identify SBA Certified 8(a), HubZone and Service Disabled Veteran-Owned Small Business (SDVOSB) firms for the purpose of determining how the solicitation will be advertised. We are seeking SBA Certified 8(a) Firms certified in the Small Business Administration Region IV, which includes the States of Kentucky, Tennessee, North Carolina, South Carolina, Georgia, Alabama, Mississippi and Florida. Also, we are seeking HubZone and Service Disabled Veteran-Owned Small Business Firms nationwide. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NOTE: IF YOU DO NOT INTEND TO SUBMIT A BID ON THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. If we do not receive an adequate number of qualified respondents (i.e. two or more responsible firms), the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. The Project Description for the River Acres Flood Protection work includes modifying the existing canal located in the River Acres Community to move the connection from Pool D to Pool E of the Kissimmee River. This includes excavation for the widening and extension of the existing canal. The existing ditch north of the railroad will be cleared and serve as a seepage canal. A seepage levee will be constructed north of the seepage canal for flood protection. A tieback levee will be constructed near the north end of the existing canal with control structure S-65DX3. A berm will be built towards the south of the canal on the west side. An arched bridge will be constructed where the canal crosses 83rd Terrace and will have a span of 42 feet and a rise of 11 feet with 40 feet approach at the east and 60 feet approach at the west with wingwalls. The road will have two 12-foot wide lanes with 8-foot shoulders. Four culverts will be installed along the canal to drain existing low areas. In addition to the above, the following order of work shall apply: A work plan shall be submitted before starting work on any potion of this project. The first order of work is the Bridge Construction on NW 83rd Trail. The second order of work is the canal excavation from Station 2+50 to Station 24+00. Plugs shall be left at the end of the canal until the bridge is complete. The canal shall not be opened until flow is stopped at Station 106+00. No additional approval will be required to begin construction of the berm, Seepage levee, and Seepage canal during this phase. The third order of work is S-65DX3. The residents shall be notified that the canal will be out of service prior to starting construction on the dewatering plan for S-65DX3. The notification shall occur 30 days prior to commencement of work. The duration the canal shall be out of service shall appear on the notification, but at no time shall it exceed 90 days. The fourth order of work is the existing canal dredging, remaining tieback levee construction, remaining berm construction, remaining Seepage canal excavation, and remaining seepage levee construction. This work can begin once the canal is blocked at Station 106+00. The Magnitude of Construction is between $10,000,000.00 and $15,000,000.00. Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge required to perform the specified type of work. This SOC should be a brief description of your companys capabilities. The potential bidders should provide brief references of relevant work they have performed and the magnitude of construction. Also, interested contractors must include bonding information (on the bonding company letterhead) that the company has the capability to provide bonding up to $15 million. Receipt of potential offerors SOC shall be no later than fifteen (15) calendar days from the date of this notice by 4:00 pm.
