- This is a sources sought synopsis to determine the availability of potential sources capable of providing the Naval Medical Center San Diego, CA (hereafter referred to as "the Medical Treatment Facility or MTF") with on-call/call back Pediatric Surgeon Services using government-furnished supplies, facilities and equipment. The resultant contractor-provided Pediatric Surgeon(s) shall be scheduled to provide on-call/call back services in the absence of some or all Government Pediatric Surgeons on leave, training, or during assignment of temporary additional duty (e.g., TAD, TDY). The contractor-provided Pediatric Surgeon shall respond within 10-minutes when paged and report onboard the MTF within 30 minutes of being notified that services are required. The contractor-provided Pediatric Surgeon shall be responsible for on-site comprehensive pediatric surgery examination, consultation, diagnosis; treatment planning; and surgical procedures consistent with MTF authorized core and supplemental privileges. The contractor-provided Pediatric Surgeon shall only be granted supplemental privileges commensurate with their level of professional qualification, current competence and ability of the MTF to support the requested privileges. The required services and timeframes for performance are designated as follows: WEEKEND SERVICES: (Friday through Monday). The contractor-provided Pediatric Surgeon shall provide on-call/call-back services every other weekend (inclusive of Federal Holidays) starting on Friday afternoon at 1600 and ending the following Monday evening at 0800. Upon the start of weekend services, the contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 1600 to 1800. Prior to the end of weekend services, the contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 0600 to 0800. WEEKLY SERVICES: (Monday through Friday). The contractor-provided Pediatric Surgeon shall provide on-call/call-back services (inclusive of Federal Holidays) starting on Monday morning at 0800 and ending the following Friday evening at 1800. Upon the start of weekly services, the contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 0600 to 0800. Prior to the end of weekly services, the contractor-provided Pediatric Surgeon shall conduct clinical turnover with the Staff Pediatric Surgeon on hospitalized patients under pediatric surgery care between the hours of 1600 to 1800. The estimated quantity of weekly services that will be required per year equates to a total of 5 weeks as per the aforementioned defined start and stop times. NMC San Diego is also contemplating adding provisions to procure a maximum quantity of 12 each additional weekly services d! uring absence(s) of the Active Duty Pediatric Surgeon due to deployment. A Firm Fixed Price contract is anticipated that will consist of a one-year base period commencing on or around 01 October 2009 and four additional one-year options. The North American Industrial Classification System (NAICS) code for this acquisition is 62111 and the standard is $10.0 Million. Offerors possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this market research survey/source sought synopsis by providing their capability information via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address; and business size; and (2) relevant corporate experience information. Relevant corporate experience information is defined as experience (within the past five years) that is of the same or similar scope, magnitude, and compl! exity to that which is described herein. This relevant corporate experience information should identify the applicable contract number; total contract dollar amount; contract period of performance; description of the relevant services provided to include a brief description of whether the services were provided on an on-call vice a permanent, full-time basis, and a customer point of contact with corresponding telephone number and e-mail address.
